Abstract

ABSTRACK Problem Statement/Background (GAP): the administration of regional property assets in the city of Medan stillhas many deficiencies in terms of bookkeeping, inventory and reporting which are not yet fully orderly. Purpose: The purpose of this research is to be able to find out the obstacles or efforts to manage fixed assets effectively. Method: This study uses a descriptive qualitative research method with an inductive approach. Data collection techniques in the form of observation, interviews, and documentation. Results: The results show that the implementation offixed asset management in Medan Regency is going quite well, but thereare still various obstacles such as difficulties in obtaining proof of completeness of fixed assets, missing fixed assets, and the low quality of human resources who carry out asset managementThis research is expected to increase the quality of fixed asset management in Medan Regency so that the opinionof the WTP can be maintained. Conclusion: The implementation of fixed asset management in Medan City is going quite well, but there are still some challenges or limitations in the implementation of fixed asset management in Medan City. One of the mainchallenges faced by the Medan City BKAD in implementing fixed asset management is the difficulty of obtaining complete documents or proof of ownership of fixed assets owned by the Medan City Government. ABSTRAK Permasalahan/Latar Belakang (GAP): Penatausahaan aset barang milik daerah di kota medan masih banyak kekurangan baik dari sisi pembukuan , inventarisasi maupun pelaporannya yang belum sepenuhnya tertib. Tujuan: Tujuan penelitan ini adalah agar mampu mengetahui hambatan atau upaya dari penatausahaan aset tetap berjalan dengan efektif.. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data berupa observasi, wawancara, serta dokumentasi.. Hasil/Temuan: Hasil penelitian menunjukan bahwa pelaksanaan pengelolaan aset tetap di Kota Medan berjalan cukup baik, namun masih terdapat berbagai hambatan seperti kesulitan dalam memperoleh bukti kelengkapan atas aset tetap, adanya aset tetap yang hilang, serta rendahnya kualitas sumber daya manusia yang melaksanakan pengelolaan aset. Kesimpulan: Pelaksanaan manajemen aset tetap di Kota Medan berjalan cukup efektif, namun masih terdapat beberapa tantangan atau keterbatasan dalam pelaksanaan manajemen aset tetap di Kota Medan. Salah satu tantangan utama yang dihadapi oleh BKAD Kota Medan dalam pelaksanaan manajemen aset tetap adalah sulitnya memperoleh dokumen atau bukti kepemilikan yang lengkap atas aset tetap yang dimiliki oleh Pemerintah Kota Medan.
