Abstract

ABSTRACT Problem Statement/Background (GAP): Optimization of West Sulawesi Province Deconcentration Fund was carried out because 8 out of 46 deconcentration tasks in West Sulawesi Province could not be realized which also relates to the use of the budget because the budget used came from deconcentration funds. Purpose: The aim of this research is to find out the Optimization of Deconcentration Funds in West Sulawesi Province. Method: This research used a descriptive qualitative method and was carried out by means of interviews, observation, and direct field work to collect data involving 6 informants who were directly related to the Deconcentration Task. Result: The findings obtained by the authors in this study are that the Optimization of Deconcentration Funds is running well, in fact the realization of the budget is up to 100% but it is not enough to finance deconcentration activities as ordered by the technical guidelines for deconcentration tasks given directly by the Minister of Home Affairs namely there are as many as 46 tasks but which can be carried out with existing funds only 8 deconcentration tasks. Conclusion: Deconcentration Funds can be well optimized through efforts that have been implemented such as a) Increasing coordination and synergy between government officials, central and regional to ensure that the funds for carrying out Deconcentration tasks run well b) Creating an effective monitoring and evaluation system to evaluate the implementation of Deconcentration tasks c) Settlement of political and bureaucratic problems to ensure Deconcentration tasks run smoothly. Keywords: Deconcentration Fund; Optimization; Realization ABSTRAK Permasalahan/Latar Belakang (GAP): Optimalisasi Dana Dekonsentrasi Provinsi Sulawesi Barat dilakukan dikarenakan 8 dari 46 tugas dekonsentrasi di Provinsi Sulawesi Barat belum dapat terealisasi dimana hal itu juga berhubungan dengan penggunaan anggaran karena anggaran yang digunakan berasal dari dana dekonsentrasi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui Optimalisasi Dana Dekonsentrasi di Provinsi Sulawesi Barat. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan dilakukan dengan cara wawancara, observasi, dan turun langsung ke lapangan dalam pengumpulan datanya dengan melibatkan 6 informan yang terkait langsung dengan Tugas Dekonsentrasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Optimalisasi Dana Dekonsentrasi berjalan dengan baik, bahkan realisasi anggarannya hingga 100% namun belum cukup untuk membiayai kegiatan dekonsentrasi seperti yang diperintahkan oleh juknis tugas dekonsentrasi yang diberikan langsung oleh Menteri Dalam Negeri yaitu ada sebanyak 46 tugas namun yang dapat dilaksanakan dengan dana yang ada hanya 8 tugas dekonsentrasi. Kesimpulan: Dana Dekonsentrasi dapat dioptimalkan dengan baik melalui upaya yang telah dilaksanakan seperti a)Peningkatan koordinasi dan sinergi antar aparat pemerintah, pusat maupun daerah untuk memastikan dana pelaksanaan tugas Dekonsentrasi berjalan dengan baik b)Pembuatan sistem monitoring dan evaluasi yang efektif untuk mengevaluasi pelaksanaan tugas Dekonsentrasi c)Penyelesaian masalah politik dan birokrasi untuk memastikan tugas Dekonsentrasi berjalan dengan lancar.
