Abstract

ABSTRACT (in English) Problem/Background (GAP): This research was conducted for the preparation of a thesis which became one of the requirements in completing the Diploma IV program at the Institute of Domestic Government with the title "OPTIMIZATION OF THE UTILIZATION OF FIXED ASSETS IN THE LAND AND BUILDING SECTOR TO INCREASE GENUINE REVENUE REGIONAL REGION OF JAMBI, JAMBI PROVINCE" backgrounded by Asset management is one of the essential factors supporting the performance of local governments in optimizing the utilization of existing assets in the region. Purpose: to find out and describe the Optimization of Utilization of regional assets in an effort to increase Regional Original Income (PAD) Jambi City, Jambi Province. Method: Inductive approach as the method used in this study with the researcher as the research instrument. Data collection through interviews, observation, and documentation which were then analyzed using Doli Siregar's theory to answer the problems of this research. Researchers immediately went down to the Office of the Regional Financial and Asset Management Agency, Jambi City, Jambi Province. Results/Findings: The results of the study stated that the utilization of assets in the city of Jambi had just implemented a rental system, previously the levy system and its contribution was also very small in increasing PAD and also the obstacle was the lack of investors in Jambi City. Conclusion: Utilization of Fixed Assets in the Land and Building Sector in increasing Regional Original Income (PAD) for Jambi City is not optimal because the Jambi City government has not maximized various aspects of Asset Utilization based on the Doli Siregar Theory. Keywords: Optimization; Asset Utilization; BPKAD Jambi City ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Penelitian ini dilaksanakan untuk penyusunan Skripsi yang menjadi salah satu syarat dalam menyelesaikan program Diploma IV pada Institut Pemerintahan Dalam Negeri dengan Judul “OPTIMALISASI PEMANFAATAN ASET TETAP BIDANG TANAH DAN BANGUNAN UNTUK MENINGKATKAN PENDAPATAN ASLI DAERAH KOTA JAMBI PROVINSI JAMBI” dilatar belakangi oleh Pengelolaan aset merupakan salah satu faktor essensi penunjang kinerja pemerintah daerah dalam mengoptimalkan pemanfaatan aset yang ada di daerah. Tujuan: untuk mengetahui serta mendeskripsikan Optimalisasi Pemanfaatan aset daerah dalam upaya meningkatkan Pendapatan Asli Daerah (PAD) Kota Jambi Provinsi Jambi. Metode: Pendekatan induktif sebagai metode yang digunakan dalam penelitian ini dengan peneliti sebagai instrument penelitian. Pengumpulan data melalui wawancara, observasi, dan dokumentasi yang kemudian dianalisis menggunakan teori Doli Siregar untuk menjawab permasalahan penelitian ini. Peneliti langsung turun ke Kantor Badan Pengelola Keuangan dan Aset Daerah Kota Jambi Provinsi Jambi. Hasil/Temuan: Hasil dari penelitian menyatakan bahwa pemanfaatan aset dikota jambi baru menerapkan sistem sewa yang sebelumnya sistem retribusi dan kontribusi nya juga sangat kecil dalam peningkatan PAD dan juga hambatan nya yaitu kurangnya investor di Kota Jambi. Kesimpulan: Pemanfaatan aset Tetap Bidang Tanah dan Bangunan dalam peningkatan Pendapatan Asli Daerah (PAD) Kota Jambi belum optimal karena pemerintah Kota Jambi Belum memaksimalkan berbagai aspek untuk Pemanfaatan Aset berdasarkan Teori Doli Siregar.
