Abstract

ABSTRACT The Regional Government Information System is a web-based application which is a system designed to document, administer, and process regional development data. The scope of SIPD includes Regional Development Information, Regional Financial Information, and Other Regional Government Information. The preparation of this thesis aims to find out how the effectiveness of SIPD implementation is to improve the quality of regional financial reporting, the inhibiting factors in the implementation of SIPD, as well as the handling efforts carried out. This research is a qualitative research with descriptive method. Data collection techniques in this study were through interviews, observation, and documentation. The data analysis techniques in this study are data reduction, data presentation, and drawing conclusions. Based on the results of the study, it was concluded that the implementation of SIPD in budgeting in Biak Numfor Regency has been running quite well and is considered to have been effective and efficient and able to improve the quality of regional financial reporting, there are several obstacles encountered in implementing SIPD such as network problems and inadequate quality of human resources . However, efforts have been made to deal with obstacles such as improving the quality of the network and training related to SIPD for employees within the Biak Numfor Regency OPD. Keywords : Effectiveness, SIPD, Regional Financial Reporting ABSTRAK Sistem Informasi Pemerintahan Daerah adalah sebuah aplikasi berbasis web yang sebuah sistem yang dirancang untuk mendokumentasikan, mengadministrasikan, serta mengolah data pembangunan daerah. Ruang lingkup dari SIPD meliputi Informasi Pembangunan Daerah, Informasi Keuangan Daerah, dan Informasi Pemerintahan Daerah Lainnya. Penyusunan Skripsi ini bertujuan untuk mengetahui bagaimana efektivitas penerapan SIPD terhadap peningkatan kualitas pelaporan keuangan daerah, faktor penghambatan dalam penerapan SIPD, serta upaya penanganan yang dilakukan. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif. Teknik pengumpulan data pada penelitian ini adalah melalui wawancara, observasi, dan dokumentasi. Adapun teknik analisis data pada penelitian ini adalah reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian diperoleh kesimpulan bahwa penerapan SIPD pada penganggaran di Kabupaten Biak Numfor telah berjalan cukup baik dan dinilai sudah efektif dan efisien serta mampu meningkatkan kualitas terhadap pelaporan keuangan daerah, terdapat beberapa hambatan yang dihadapi dalam penerapan SIPD seperti permasalahan jaringan dan kualitas SDM yang belum mumpuni. Namun sudah dilakukan upaya penanganan terkait hambatan seperti pengingkatan kualitas jaringan dan pelatihan terkait SIPD kepada jajaran pegawai di lingkup OPD Kabupaten Biak Numfor.
