Abstract

ABSTRACT Problems/Background (GAP): Unqualified Opinion (WTP) on Regional Government financial reports is the target of every Regional Government, especially the Government of Bulukumba Regency. Unqualified Opinion (WTP) in 2021 again received the 9th (nine) Unqualified Opinion (WTP). Fixed asset management is one of the important things to maintain a WTP opinion on LKPD. Purpose: The purpose of this study is to describe the optimization of the utilization of land fixed assets to maintain an unqualified opinion in Bulukumba Regency. In addition to analyzing the inhibiting factors in optimizing the utilization of land fixed assets and knowing what efforts are being made to overcome the obstacles that occur. Method: This research uses a descriptive qualitative research method with an inductive approach. Data collection techniques are in the form of observation, interviews, and documentation. Results/Findings: The findings obtained by the author in this study are that there are still various obstacles such as difficulties in obtaining proof of completeness of fixed assets, missing fixed assets, and low quality of human resources who carry out asset management. Conclusion: Optimization of land fixed asset management in Bulukumba Regency has not been optimal. This is evidenced by the presence of inhibiting factors such as the number of BPK findings on LKPD. Efforts that have been made by BPKAD include completing documents on fixed assets, submitting hearings to MP-TGR on lost fixed assets, increasing employee competence by attending education and training (Training). For suggestions from the researchers themselves to BPKAD, among others, carry out inventories, field surveys, complete proof of ownership, increase the allocation of APBD funds. Keywords: Optimization, Fixed Asset Management, Unqualified Opinion, LKPD ABSTRAK Permasalahan/Latar Belakang (GAP): Opini Wajar Tanpa Pengecualian (WTP) atas Laporan keuangan Pemerintah Daerah menjadi target setiap Pemerintah Daerah terkhusus Pemrintah Kabupaten Bulukumba. Opini Wajar Tanpa Pengecualian (WTP) pada tahun 2021 kembali mendapatakan opini Wajar Tanpa Pengecualian (WTP) yang ke-9 (sembilan) . Pengelolaan aset tetap adalah salah satu hal yang penting untuk mempertahankan opini WTP atas LKPD. Tujuan: Tujuan dari penelitian ini adalah untuk menggambarkan optimalisasi pemanfaatan aset tetap tanah untuk mempertahankan opini wajar tanpa pengecualian di Kabupaten Bulukumba. Selain itu untuk menganalisa faktor- faktor penghambat dalam optimalisasi pemanfaatan aset tetap tanah serta mengetahui upaya apa yang dilakukan untuk mengatasi hambatan yang terjadi. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data berupa observasi, wawancara, serta dokumentasi.. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu masih terdapat berbagai hambatan seperti kesulitan dalam memperoleh bukti kelengkapan atas aset tetap, adanya aset tetap yang hilang, serta rendahnya kualitas sumber daya manusia yang melaksanakan pengelolaan aset. Kesimpulan:. Optimalisasi pengelolaan aset tetap tanah di Kabupaten Bulukumba belum optimal. Hal ini dibuktikan dengan masih terdapat faktor-faktor penghambat seperti banyaknya temuan BPK terhadap LKPD. Upaya yang telah dilakukan oleh BPKAD antara lain melengkapi dokumen atas aset tetap, melakukan pengajuan sidang kepada MP-TGR atas aset tetap yang hilang, meningkatkan kompetensi pegawai dengan mengikuti pendidikan dan pelatihan (Diklat). Untuk saran dari peneliti sendiri kepada BPKAD antara lain melaksanakan inventarisasi, survey lapangan, melengkapi bukti kepemilikan, penambahan alokasi dana APBD.
