Abstract

ABSTRAK Penelitian ini dilatarbelakangi oleh sektor pariwisata yang memiliki potensi besar untuk dikembangkan. Sektor pariwisata memiliki peluang yang besar dalam memicu pertumbuhan ekonomi. Sektor ini dapat menjadi pendukung pertumbuhan sektor lain seperti sektor perkebunan, pertanian, perindustrian, perdagangan dan lainnya. Desa Dolat Rayat menjadi salah satu tempat objek wisata yang perlu diperhatikan pengembangannya. Pengelolaan wisata tergolong masih minim, sehingga diperlukan pengoptimalan dan kerjasama berbagai pihak. Tujuan dari penelitian ini adalah untuk mengetahui strategi pengembangan agrowisata dalam meningkatkan kesejahteraan masyarakat berbasis pentahelix di Desa Dolat Rayat Kecamatan Dolat Rayat Kabupaten Karo. Dengan menggunakan teori pentahelix dan metode penelitian yaitu dengan pendekatan kualitatif yang bersifat deskriptif melalui teknik wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian didapati bahwa masih belum optimalnya peran berbagai elemen, baik itu dari pemerintah sendiri maupun masyarakat Desa Dolat Rayat dalam upaya pengembangan agrowisata Desa Dolat Rayat. Komunikasi belum terjalin dengan baik antar berbagai stakeholders. Meskipun begitu, pemerintah masih berupaya mencari solusi terbaik dan membuat perencanaan-perencanaan kedepannya terkait dengan agrowisata di Kabupaten Karo khususnya di Desa Dolat Rayat. Kata Kunci : Strategi, Pariwisata, Potensi, Pentahelix ABSTRACT This research is motivated by the tourism sector which has great potential to be developed. The tourism sector has a great opportunity to trigger economic growth. This sector can support the growth of other sectors such as plantation, agriculture, industry, trade and others. Dolat Rayat Village is a tourist attraction that needs attention for its development. Tourism management is still relatively minimal, so optimization and collaboration of various parties are needed. The purpose of this research is to find out the strategy for developing agro-tourism in improving the welfare of the pentahelix-based community in Dolat Rayat Village, Dolat Rayat District, Karo Regency. By using pentahelix theory and research methods, namely with a qualitative approach that is descriptive through interview techniques, observation and documentation. Based on the research results, it was found that the roles of various elements, both from the government itself and the people of Dolat Rayat Village, were still not optimal in developing agro-tourism in Dolat Rayat Village. Communication has not been well established between the various stakeholders. Even so, the government is still trying to find the best solution and make future plans related to agro-tourism in Karo Regency, especially in Dolat Rayat Village.
