Abstract

ABSTRACT Problem Statement/Background (GAP): One of the main pillars of democracy is post-conflict local elections. Without transparency and a clear accountability mechanism, this credible democracy will not be possible. The accountability of financial organizations, in this case the General Election Commission (KPU), as an entity that uses large grants, must be transparent so that financial accountability is non-negotiable. Purpose: The purpose of this research is to find out and analyze the management, accountability of grant funds given by the government to the election commission in the City of Ternate. Method: The analytical method used is descriptive qualitative with data collection techniques, namely through interviews and documentation. Result: The flow of the mechanism for receiving grants KPU of Ternate City receives the Pilkada Budget Grant from the Local Government of Ternate City as set forth in the Regional Grant Agreement Document (NPHD) which was signed by the Chairperson of the Ternate City KPU together with the Mayor of Ternate. Based on the NPHD, the Regional Government of Ternate City makes grant payments face-to-face, then the Ternate City KPU accepts the Grant budget by registering the Grant at the DJPB Budget Regional Office to then record it in DIPA 076 KPU Ternate City as part of the APBN Budget 076 at DIPA KPU City Ternate. The management of Pilkada at KPU is given a time limit in accordance with the NHPD, a period of 3 months after the proposal for ratification and appointment of the elected candidate. Conclusion: Based on the results of the 2020 Ternate City General Election Commission (KPU) grant funding research, so far the grant fund management system in the implementation of Regional Head Elections (Pilkada) has been running according to established procedures. Keywords: Management; Accountability; Reporting; Grants ABSTRAK Permasalahan/Latar Belakang (GAP): Salah satu pilar utama demokrasi adalah pemilukada. Tanpa adanya transparasi dan mekanisme penanggungjawaban yang jelas Demokrasi berkredibilitas ini tidak mungkin terwujud. Pertanggungjawaban organisasi keuangan dalam hal ini Komisi Pemilihan Umum (KPU), sebagai suatu entitas yang menggunakan dana hibah yang besar, harus transparan sehingga pertanggungjawaban keuangan merupakan hal yang tidak dapat ditawar lagi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pengelolaan, pertanggungjawaban dana hibah yang diberikan pemerintah kepada KPU Kota Ternate. Metode: Metode analisis yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yaitu melalui wawancara dan dokumentasi. Hasil: Alur mekanisme penerimaan hibah KPU Kota Ternate menerima Hibah Anggaran Pilkada dari Pemerintah Daerah Kota Ternate yang tertuang dalam Naskah Perjanjian Hibah Daerah (NPHD) yang ditandatangani oleh Ketua KPU Kota Ternate bersama dengan Walikota Ternate. Berdasarkan NPHD, Pemerintah Daerah Kota Ternate melakukan pembayaran hibah secara tatap muka, kemudian KPU Kota Ternate menerima anggaran Hibah tersebut dengan mendaftarkan Hibah tersebut di Kanwil Anggaran DJPB untuk kemudian mencatatnya di DIPA 076 KPU Kota Ternate sebagai bagian Anggaran APBN 076 di DIPA KPU Kota Ternate. Penyelenggaraan Pilkada di KPU diberikan batas waktu sesuai dengan NHPD, yaitu jangka waktu 3 bulan sejak usulan pengesahan dan penetapan calon terpilih. Kesimpulan: Berdasarkan hasil penelitian dana hibah Komisi Pemilihan Umum (KPU) Kota Ternate Tahun 2020, sejauh ini sistem pengelolaan dana hibah dalam pelaksanaan Pemilihan Kepala Daerah (Pilkada) sudah berjalan sesuai prosedur yang telah ditetapkan.
