Abstract
ABSTRACT Problem Statement: Village Funds are funds originating from the APBN which are earmarked for villages transferred through the district/city APBD. The use of Village Funds is prioritized to finance community development and empowerment. therefore good management is needed so that the benefits of this Village Fund can be felt by the community. Purpose: This study aims to analyze how the management of Village Funds for Village Infrastructure Development in the District of Kota Mukomuko. Method: This study uses a qualitative descriptive method by conducting observations and interviews with related parties, such as the Community and Village Empowerment Office, Camat, Village Officials and village communities. Data analysis was carried out by identifying the management of the Village Fund by the villages in the Mukomuko City District for the development of village infrastructure. Results: The results of the study show that Village Fund Management in the Mukomuko City District has been carried out in accordance with the provisions but is still not optimal. at the planning stage the villages in the Mukomuko City sub-district have carried out village development planning according to procedures and in accordance with suggestions from the village community, but in planning there is still a lack of participation from the village community to attend the village musrenbang. At the implementation stage it was carried out in accordance with the RAB and carried out by the TPK, in most villages it was carried out on time except for Tanah Rekah village which experienced a few delays. At the administration stage it has been carried out in accordance with regulations but the treasurer is not yet fluent in using the siskeudes application. At the reporting stage, each village reports the use of the Village Fund to the district head through the sub-district head according to the required reports, but there are still reports that are submitted late in several villages. The accountability stage is carried out at the end of each fiscal year. Each village also shows transparency by being informed to the community. Conclusion: Management of Village Funds in villages in the Mukomuko City District has been going quite well, as evidenced by the fact that development can be realized according to the needs of the community, although there are still some drawbacks, such as low community participation and obstacles in the implementation process in several villages. Keywords: Villages Fund, Village,Management ABSTRAK Permasalahan/Latar Belakang (GAP) : Dana Desa adalah dana yang bersumber APBN yang peruntukkan bagi desa yang ditransfer melalui APBD kabupaten/kota. Penggunaan Dana Desa diprioritaskan untuk membiayai pembangunan dan pemberdayaan masyarakat. maka dari itu diperlukan pengolalaan yang baik sehingga manfaat dari Dana Desa ini dapat terasa bagi masyarakat Tujuan : Penelitian ini bertujuan untuk menganalisis bagaimana pengelolaan Dana Desa terhadap Pembangunan Prasarana Desa di Kecamatan Kota Mukomuko. Metode : Penelitian ini menggunakan metode deskriptif kualitatif dengan melakukan observasi dan wawancara dengan pihak terkait, seperti Dinas Pemberdayaan Masyarakat dan Desa, Camat, Perangkat Desa dan masyarakat desa. Analisis data dilakukan dengan mengidentifikasi pengelolaan Dana Desa oleh desa-desa di Kecamatan Kota Mukomuko terhadap pembangunan prasarana desa. Hasil: Hasil penelitian menunjukkan Pengelolaan Dana Desa di Kecamatan Kota Mukomuko telah dilakukan sesuai dengan ketentuan namun masih belum optimal. pada tahap perencanaan desa-desa di kecamatan Kota Mukomuko telah melaksanakan perencanaan pembangunan desa sesuai dengan prosedur dan sesuai dengan usulan dari masyarakat desa, namun dalam perencanaannya masih kurangnya partisipasi dari masyarakat desa untuk mengikuti musrenbang desa. Pada tahap pelaksanaan dilakukan sesuai dengan RAB dan dilaksanakan oleh TPK, pada kebanyakan desa dilakukan dengan tepat waktu kecuali pada desa Tanah Rekah yang mengalami sedikit kendala keterlambatan. Pada tahap penatausahaan sudah dilakukan sesuai dengan peraturan namun bendahara belum lancar dalam penggunaan aplikasi siskeudes. Pada tahap pelaporan setiap desa melaporkan penggunaan Dana Desa kepada bupati melalui camat sesuai dengan laporan-laporan yang diperlukan, namun masih terdapat penyampaian laporan yang terlambat pada beberapa desa. Pada tahap pertanggungjawaban dilakukan setiap akhir tahun anggaran. Setiap desa juga menunjukkan transparansi dengan diinformasikan kepada masyarakat. Kesimpulan : Pengelolaan Dana Desa pada desa-desa di Kecamatan Kota Mukomuko sudah berjalan dengan cukup baik terbukti dengan pembangunan dapat terealisasikan seusai dengan kebutuhan masyarakat walaupun masih ada sedikit kekurangan seperti masih rendahnya partisipasi masyarakat dan hambatan pada proses pelaksanaan pada beberapa desa.
