Abstract

ABSTRACT Problem Statement/Background (GAP): The background of this research is because there has been a change in the use of the village fund budget in 2021 which has been diverted to handle Covid-19 so the authors are interested in conducting this research to find out the effectiveness of village fund management in supporting development in Waenetat village, Waeapo district, Buru district, Maluku province. Purpose: The purpose is to determine the effectiveness of managing village funds and the inhibiting factors for managing village funds and the efforts made to overcome these obstacles. Method: The method used in this study is using qualitative methods. The data collection techniques used by researchers are observation, interview and documentation techniques. The location chosen by the author to carry out the research is in the village of Waenetat, Waeapo sub-district, Buru district, Maluku province.. Result: The results obtained by the authors of this study are that researchers can conclude that the effectiveness of village fund management in supporting development in Waenetat village, Waeapo sub-district, Buru district, Maluku province, is has been effective although there are still some obstacles. This can be seen from the indicators of effectiveness according to Duncan in Richard M. Steers carried out by the author where all indicators have been carried out properly even though there are several obstacles to human resources, existing facilities and infrastructure and also a lack of participation from the community. Based on the results of the authors' conclusions above, the authors provide suggestions for local governments, namely by conducting regular training, improving infrastructure and funding facilities and socializing to the community the importance of community participation. Conclusion: The results obtained by the authors of this study are that researchers can conclude that the effectiveness of village fund management in supporting development in Waenetat village, Waeapo sub-district, Buru district, Maluku province, is has been effective although there are still some obstacles. Keywords: effectiveness, village funds, village development ABSTRAK Permasalahan/Latar Belakang (GAP) Penelitian ini dilatarbelakangi yaitu karna adanya perubahan penggunaan anggaran dana desa pada tahun 2021 yang mana banyak dialihkan untuk penanganan Covid-19 sehingga penulis tertarik melakukan penelitian ini guna mengetahui efektivitas pengelolaan dana desa dalam menunjang pembangunan di desa Waenetat kecamatan Waeapo kabupaten Buru provinsi Maluku. Tujuan: Tujuan adanya penelitian ini adalah untuk mengetahui efektifitas pengelolaan dana desa dan faktor penghambat pengelolaan dana desa dan upaya yang dilakukan untuk mengatasi hambatan tersebut.. Metode: Metode yang digunakan dalam penelitian ini adalah menggunakan metode kualitatif.Teknik pengempulan data yang digunakan peneliti adalah teknik observasi,wawancara dan dokumentasi Hasil/Temuan: Hasil yang didapatkan penulis dari penelitian ini yaitu peneliti dapat menyimpulkan bahwa efektivitas pengelolaan dana desa dalam menunjang pembangunan di desa Waenetat kecamatan Waeapo kabupaten Buru provinsi Maluku sudah efektif meskipun masih ditemukan beberapa kendala. Hal ini dapat dilihat dari indikator efektivitas menurut Duncan dalam Richard M. Steers yang dilakukan oleh penulis dimana keseluruhan indikator sudah dilaksanakan dengan baik meskipun ada beberapa kendala pada SDM, sarana dan prasarana yang ada dan masih kurangnya partisiapasi dari masyarakat. Kesimpulan: peneliti dapat menyimpulkan bahwa efektivitas pengelolaan dana desa dalam menunjang pembangunan di desa Waenetat kecamatan Waeapo kabupaten Buru provinsi Maluku sudah efektif meskipun masih ditemukan beberapa kendala.
