Abstract

ABSTRACT Problems/Background (GAP): the large number of residents who are not in an orderly administration who move in and out which results in orderly population administration not working, especially in transfer letters. Purpose: to find out the implementation of the issuance of moving letters through the digitalization system at the Population and Civil Registration Service in Palu City, Central Sulawesi Province and to find out the inhibiting factors in issuing moving letters and the efforts of the Population and Civil Registration Office of Palu City, Central Sulawesi Province. Method : The research method used is descriptive qualitative with interviews, observations and documents as data collection techniques. The application of issuance of moving documents came through a digitalization system at the Population and Civil Registration Service in Palu City, Central Sulawesi Province using Edward III's theory. Results/Findings: This study shows that the issuance of moving documents through the digitization system at the Population and Civil Registration Office of Palu City has been going well, there are obstacles that occur, namely internet network constraints which are often problematic and servers that sometimes have problems. Conclusion: The author concludes that the implementation of the issuance of transfer letters at the Population and Civil Registration Office of Palu City, Central Sulawesi Province has not been running effectively because there are still several obstacles that the Dukcapil City of Palu has not been able to overcome properly. . ABSTRAK Permasalahan/Latar Belakang (GAP) : banyaknya penduduk yang tidak tertib adminitrasi yang melakukan pindah datang yang mengakibatkan tertib administrasi kependudukan tidak berjalan khususnya dalam surat pindah datang. Tujuan : untuk mengetahui penerapan penerbitan surat pindah datang melalui sistem digitalisasi di Dinas Kependudakan dan Pencatatan Sipil di Kota Palu Provinsi Sulawesi Tengah serta mengetahui faktor penghambat dalam penerbitan surat pindah datang dan upaya Dinas Kependudukan dan Pencatatan Sipil Kota Palu Provinsi Sulawesi Tengah. Metode : Metode penelitian yang digunakan adalah deskriptif kualitatif dengan wawancara, observasi dan dokumen-dokumen sebagai Teknik pengumpulan data. Penerapan penerbitan surat pindah datang melalui sistem digitalisasi di Dinas Kependudakan dan Pencatatan Sipil di Kota Palu Provinsi Sulawesi Tengah menggunakan teori Edward III. Hasil/Temuan : Penelitian ini menunjukkan bahwa penerbitan surat pindah datang melalui sistem digitaliasasi di Dinas Kependudukan dan Pencatatan Sipil Kota Palu sudah berjalan dengan baik adanya hambatan yang terjadi yaitu terkendala jaringan internet yang sering bermasalah serta server yang kadang bermasalah. Kesimpulan : Penulis menyimpulkan bahwa penerapan penerbitan surat pindah datang di Dinas Kependudukan dan Pencatatan Sipil Kota Palu Provinsi Sulawesi Tengah belum berjalan dengan efektif karena masih ada beberapa hambatan yang belum dapat diatasi Dukcapil Kota Palu dengan baik.
