Abstract

ABSTRACT Problem/Background (GAP): Peace and public order in society are fundamental needs for the entire structure of society. The realization of peace and public order in the community is a challenge for the Government of Indonesia. The Mandailing Natal Regency Government has issued Regent Regulation Number 6 of 2015 concerning Community Peace and Order in the Mandailing Natal Regency Area in order to address this. Purpose: The purpose of this study was to examine and find out the implementation of Regent Regulation Number 6 of 2015 concerning Public Peace and Order in night entertainment venues by the Civil Service Police Unit in Mandailing Natal District, North Sumatra Province. Method: The research design used is a qualitative descriptive research method with an inductive approach. Data collected through interview techniques, observation and documentation. The data analysis technique used consisted of data reduction, data presentation and drawing conclusions. Results/Findings: shows that the Implementation of Regent Regulation Number 6 of 2015 Concerning Peace and Public Order in Nightlife Places by Civil Service Police Units in Mandailing Natal is in accordance with the procedures that occur in the field, although there are still some that are not optimal and not in accordance with the Standard Operating Procedures (SOP). Efforts made by the Civil Service Police Unit in overcoming obstacles that occur, namely increasing the quality of resources by conducting training for employees, conducting further socialization to the community about what the Regent Regulation Number 6 of 2015 concerning Public Peace and Order in Night Entertainment Places is and conducting Evaluate every day to find out the progress that has occurred. Conclusion: The conclusions given by researchers in this study as consideration for the implementation of Regent Regulation Number 6 of 2015 concerning Public Peace and Order in night entertainment venues by the Civil Service Police Unit in Mandailing Natal Regency are still not optimal and not in accordance with Standard Operating Procedures (SOP). Keywords: Implementation, Regulation, Peace and Order, Nightclubs ABSTRAK Permasalahan/Latar Belakang (GAP): Ketentraman dan ketertiban umum di masyarakat adalah kebutuhan yang fundamental untuk seluruh struktur masyarakat. Perwujudan ketentraman dan ketertiban umum dilingkungan masyarakat merupakan tantangan bagi Pemerintah Indonesia. Pemerintah Kabupaten Mandailing Natal telah menerbitkan Peraturan Bupati Nomor 6 Tahun 2015 tentang Ketentraman dan Ketertiban Masyarakat di Wilayah Kabupaten Mandailing Natal dalam rangka menyikapi hal tersebut. Tujuan: tujuan dari penelitian ini adalah untuk meneliti dan mengetahui implementasi Peraturan Bupati Nomor 6 Tahun 2015 tentang Ketentraman dan Ketertiban Umum dalam tempat hiburan malam oleh Satuan Polisi Pamong Praja di Kabupaten Mandailing Natal Provinsi Sumatera Utara. Metode: Desain penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Data yang dikumpulkan melalui teknik wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan terdiri dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: menunjukkan bahwa Implementasi Peraturan Bupati Nomor 6 Tahun 2015 Tentang Ketentraman Dan Ketertiban Umum Dalam Tempat Hiburan Malam Oleh Satuan Polisi Pamong Praja Di Kabupaten Mandailing Natal sudah sesuai dengan prosedur sebagaimana yang terjadi dilapangan, meskipun masih ada yang belum maksimal dan belum sesuai dengan Standar Operasional Prosedur (SOP). Upaya yang dilakukan oleh Satuan Polisi Pamong Praja dalam mengatasi hambatan yang terjadi yaitu meningkatkan kualitas sumber daya dengan melakukan pelatihan kepada pegawai, mengadakan sosialisasi lebih lanjut kepada masyarakat tentang apa itu Peraturan Bupati Nomor 6 Tahun 2015 Tentang Ketentraman Dan Ketertiban Umum Dalam Tempat Hiburan Malam dan melakukan evaluasi setiap harinya untuk mengetahui progres yang terjadi. Kesimpulan: Kesimpulan yang diberikan peneliti dalam penelitian ini sebagai bahan pertimbangan terhadap implementasi Peraturan Bupati Nomor 6 Tahun 2015 tentang Ketentraman dan Ketertiban Umum dalam tempat hiburan malam oleh Satuan Polisi Pamong Praja di Kabupaten Mandailing Natal masih ada yang belum maksimal dan belum sesuai dengan Standar Operasional Prosedur (SOP).
