Abstract

Tujuan penelitian ini adalah untuk mengetahui kinerja keuangan Pemerintah Daerah selama periode tahun 2017 sampai 2021 dan untuk mengetahui faktor penghambat serta faktor pendukung kinerja keuangan Kabupaten Gorontalo. Penelitian ini menggunakan metodologi penelitian kualitatif dengan pendekatan induktif. Data yang digunakan dalam penulisan ini adalah Laporan Realisasi Anggaran Kabupaten Gorontalo sebagai data sekunder dan hasil wawancara sebagai data primer. Analisis data menggunakan metode analisis reduksi data, penyajian data, deskripsi data melalui analisis rasio keuangan dan penarikan kesimpulan. Berdasarkan Rasio Kemandirian Daerah, Rasio Pertumbuhan, Rasio Efektifitas, Rasio Efisiensi dan Derajat Desentralisasi. Hasil penelitian dengan menggunakan Rasio Kemandirian menunjukan Kemandirian Keuangan Daerah memperoleh klasifikasi Kriteria sangat rendah. Rasio pertumbuhan pendapatan asli daerah cenderung tumbuh secara negatif dan dapat dikategorikan sangat rendah. Rasio efektivitas rata-rata menunjukkan 86,25% hal ini mengindikasikan kemampuan Pemerintah Daerah Kabupaten Gorontalo dalam merealisasikan pendapatan asli daerah cukup efektif. Hasil rasio efisiensi yang didapat cenderung kurang efisien. Dan tingkat derajat desentralisasi menunjukkan bahwa Pemerintah Daerah Kabupaten Gorontalo masih kurang dalam kemampuan desentralisasinya. Faktor penghambat kinerja keuangan adalah pemungutan pajak dan retribusi daerah belum optimal, potensi daerah belum dimanfaatkan secara optimal serta ketergantungan Pemerintah Daerah Kabupaten Gorontalo terhadap dana transfer. Faktor pendukung yang mempengaruhi kemampuan keuangan Kabupaten Gorontalo adalah adanya kebijakan yang dilakukan terkait pelaksanaan pemungutan pendapatan asli daerah. Pemerintah Daerah Kabupaten Gorontalo berusaha membuat berbagai kebijakan dalam mendukung peningkatan kinerja keuangan Kabupaten Gorontalo. Kata kunci: kinerja keuangan, rasio keuangan, realisasi anggaran The purpose of this study is to determine the financial performance of the Regional Government from 2017 to 2021 and to determine the inhibiting factors and supporting factors for the financial performance of Gorontalo Regency. This study uses a qualitative research methodology with an inductive approach. The data used in this writing is the Budget Realization Report of Gorontalo Regency as secondary data and interview results as primary data. Data analysis uses data reduction analysis method, data presentation, data description through financial ratio analysis and drawing conclusions. Based on Regional Independence Ratio, Growth Ratio, Effectiveness Ratio, Efficiency Ratio and Degree of Decentralization. The results of the study using the Independence Ratio show that Regional Financial Independence obtains a very low criteria classification. The growth ratio of own-source revenue tends to grow negatively and can be categorized as very low. The average effectiveness ratio shows 86.25%, this indicates the ability of the Regional Government of Gorontalo Regency to realize regional original revenues quite effectively. The efficiency ratio results obtained tend to be less efficient. And the degree of decentralization shows that the Regional Government of Gorontalo District is still lacking in its decentralization capacity. Factors inhibiting financial performance are the collection of regional taxes and fees that have not been optimal, the regional potential has not been utilized optimally and the dependence of the Regional Government of Gorontalo Regency on transfer funds. Supporting factors that influence the financial capacity of Gorontalo Regency are the existence of policies that are carried out related to the acquisition of regional original income. The Regional Government of Gorontalo Regency is trying to make various policies to support the improvement of the financial performance of Gorontalo Regency.
