Abstract

ABSTRACT Problem Statement: Social Assistance is an important step in the development of social welfare in a country. In general, social assistance is distributed to people who have low incomes and experience difficulties in meeting their basic needs. Therefore, a mayoral regulation was issued which regulates data collection on beneficiary communities so that social assistance can be distributed properly. Purpose: Implementation of the Surabaya Mayor Regulation Number 56 of 2022 by the Surabaya City Social Service on the Distribution of Targeted Social Assistance in the City of Surabaya, East Java Province, what are the inhibiting and supporting factors in the Effectiveness of the Implementation of Surabaya Mayor Regulation Number 56 of 2022 by, then How are efforts to overcome these factors inhibiting the Effectiveness of the Implementation of Surabaya Mayor Regulation Number 56 of 2022. Method: The theory used in this study is the effectiveness theory according to Hasibuan which is divided into four dimensions, namely target achievement, adaptability, job satisfaction, responsibility. In collecting data, researchers used interview, observation, and documentation techniques. The data analysis technique used in this study is in the form of data reduction, data presentation, and drawing conclusions. Results: This study obtained the results that the achievement of agreed targets had been carried out properly. However, there are still obstacles in terms of job satisfaction indicators because people are still experiencing difficulties in understanding how the mechanism for collecting data on low-income people is. Conclusion: The effectiveness of implementing this Perwali has been going well as evidenced by the smooth process of adjusting existing data at the Social Service. There are deficiencies in the implementation of this guardianship, namely in terms of communication because the community does not understand how the mechanism for collecting data on low-income people and is less specific in determining the grouping of beneficiary families. Keywords : Effectiveness, Surabaya Mayor Regulations, Social Service, Social assistance   ABSTRAK Permasalahan/Latar Belakang (GAP) : Bantuan Sosial adalah salah satu langkah penting dalam pembangunan kesejahteraan sosial di suatu negara. Pada umumnya, bantuan sosial disalurkan kepada masyarakat yang memiliki penghasilan rendah dan mengalami kesulitan dalam memenuhi kebutuhan dasarnya. Oleh karena itu diterbitkan peraturan walikota yang mengatur tentang pendataan masyarakat penerima manfaat agar bantuan sosial dapat tersalurkan dengan baik. Tujuan : Pelaksanaan Peraturan Walikota Surabaya Nomor 56 Tahun 2022 oleh Dinas Sosial Kota Surabaya pada Penyaluran Bantuan Sosial yang Tepat Sasaran di Kota Surabaya Provinsi Jawa Timur, apa saja faktor penghambat dan pendukung dalam Efektivitas Pelaksanaan Peraturan Walikota Surabaya Nomor 56 Tahun 2022 oleh, lalu Bagaimana upaya mengatasi faktor-faktor penghambat Efektivitas Pelaksanaan Peraturan Walikota Surabaya Nomor 56 Tahun 2022. Metode : Teori yang digunakan dalam penelitian ini adalah teori efektivitas menurut Hasibuan yang terbagi atas empat dimensi yaitu pencapaian target, kemampuan adaptasi, kepuasan kerja, tanggung jawab. Dalam pengumpulan data, peneliti menggunakan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini yaitu berupa reduksi data, penyajian data, dan penarikan kesimpulan. Hasil: Penelitian ini memperoleh hasil bahwa pencapaian target yang telah disepakati sudah terlaksana dengan baik. Namun, masih ada hambatan dalam indikator kepuasan kerja karena masyarakat masih mengalami kesulitan dalam memahami bagaimana mekanisme pendataan masyarakat berpenghasilan rendah. Kesimpulan : Pada efektivitas Pelaksanaan Perwali ini sudah berjalan dengan baik terbukti dengan lancarnya proses penyesuaian data yang ada di Dinas Sosial. Terdapat kekurangan dalam pelaksanaan perwali ini yaitu adalah dalam soal komunikasi karena masyarakat kurang memahami bagaimana mekanisme pendataan masyarakat berpenghasilan rendah dan Kurang spesifik dalam menentukan pengelompokan keluarga penerima manfaat.
