Abstract

ABSTRACT Problem Statement/Background (GAP): The problem of waste management is still a problem for humans. The high production of waste due to the various activities of living things also supports related problems. One area that has problems with waste management is West Tulang Bawang Regency. The high waste production has an impact on the fullness of Final Disposal Sites (TPA), which is of particular concern to the Tulang Bawang Tengah Regency Environmental Service (DLH) because it plays a role as the person in charge of environmental cleanliness. However, the optimization of the steps taken by DLH of Tulang Bawang Tengah Regency is considered to be still not effective in solving local waste management problems. Purpose: This research is expected to obtain findings in the form of understanding the strategies and efforts of the Tulang Bawang Tengah District DLH in managing waste and understanding the supporting and inhibiting factors of this strategy. Methods: Using data collection techniques such as in-depth interviews, observation, and documentation, this research uses qualitative research with an inductive approach which is then analyzed descriptively. Results: The results of this study are that there is cooperation in increasing internal, external, and infrastructure resources. In addition, there are supporting factors in the form of potential investment value in waste management in Tulang Bawang Tengah Regency. Conclusions: There are inhibiting factors such as limited budgets, lack of awareness, and the lack of infrastructure that supports residents in innovating waste management. Thus, DLH's awareness is to empower residents so that waste problems can be reduced. Keywords: Strategy, Waste Management, Tulang Bawang Barat District 1 ABSTRAK Permasalahan/Latar Belakang (GAP): Persoalan pengelolaan sampah masih menjadi problematika bagi manusia. Tingginya produksi sampah karena beragamnya aktivitas makhluk hidup turut mendukung permasalahan terkait. Salah satu daerah yang memiliki problematika pengelolaan sampah adalah Kabupaten Tulang Bawang Barat. Tingginya produksi sampah berdampak pada penuhnya Tempat Pembuangan Akhir (TPA) yang menjadi perhatian khusus bagi Dinas Lingkungan Hidup (DLH) Kabupaten Tulang Bawang Tengah karena berperan sebagai penanggung jawab kebersihan lingkungan. Akan tetapi, optimalisasi langkah yang dilakukan oleh DLH Kabupaten Tulang Bawang Tengah dinilai masih kurang efektif dalam menyelesaikan problematika pengelolaan sampah setempat. Tujuan: Penelitian ini diharapkan memperoleh temuan berupa memahami strategi dan upaya DLH Kabupaten Tulang Bawang Tengah dalam mengelola sampah serta memahami faktor pendukung dan penghambat dari strategi tersebut. Metode: Menggunakan teknik pengumpulan data seperti wawancara mendalam, observasi, dan dokumentasi, riset ini menggunakan penelitian kualitatif dengan pendekatan induktif yang kemudian dianalisis secara deskriptif. Hasil/Temuan: Hasil penelitian ini adalah terdapat kerjasama dalam meningkatkan sumber daya internal, eksternal, maupun infrastruktur. Selain itu, adanya faktor pendukung berupa terdapat potensi nilai investasi dalam pengelolaan sampah di Kabupaten Tulang Bawang Tengah. Kesimpulan dan Saran: Terdapat faktor penghambat seperti terbatasnya anggaran, kurangnya kesadaran, serta minimnya sarana-prasarana yang mendukung warga dalam berinovasi mengelola sampah. Sehingga, kesadaran DLH untuk melakukan pemberdayaan terhadap warga agar persoalan sampah dapat berkurang. Kata Kunci: Strategi, Pengelolaan Sampah, Kabupaten Tulang Bawang Barat.
