Abstract

ABSTRACT Problems/Background (GAP): The Palembang City Transportation Service is one of the public sector agencies that are within the scope of government institutions, in which all operational costs used by the Palembang City Transportation Service are sourced from the Regional Revenue Expenditure Budget (APBD), so it is certain that the Palembang City Transportation Service adheres to the principles of effectiveness, efficiency, and economy. Purpose: To find out whether these principles have been implemented properly or not, it is necessary to measure financial performance because the Palembang City Transportation Service does not have specific measurements of financial performance. Based on these problems, the authors are interested in conducting research on financial performance with the research title "Performance of Financial Reports of the Palembang City Transportation Service, South Sumatra for the 2017-2021 period." 2010-2014, the objective is to determine financial performance through independence ratios, effectiveness ratios, efficiency ratios. Method: This study uses a descriptive research method with an inductive approach. The data collection techniques used are observation, interviews and documentation. While data analysis techniques through data reduction, data presentation and drawing conclusions. Results/Findings: The results of the study show that the performance of the financial reports of the Palembang City Department of Transportation has been carried out well, but there are still obstacles in its implementation. Conclusion: The conclusion is that the Palembang City Transportation Service has not been able to realize the Regional Original Revenue (PAD) target for 2017-2021, and the results of the calculation of financial performance mean that the performance of the Palembang City Transportation Service is still unstable. Judging from the results of the Independence Ratio it is in the high category (Delegative) which means that the Palembang City Transportation Service is good enough but still needs Central Government assistance, whereas if seen from the Effectiveness Ratio it is in the less effective category where the Palembang City Transportation Service is lacking or not approaching the budget target that has been planned, and the Efficiency Ratio is in the inefficient category where the Palembang City Transportation Service has not been able to maximize its own regional revenue (PAD). Keywords: Financial Report Performance ABSTRAK Permasalahan/Latar Belakang (GAP): Dinas Perhubungan Kota Palembang merupakan salah satu instansi sektor publik yang berada dalam ruang lingkup lembaga pemerintah, yang dalam kegiatan operasionalnya seluruh biaya yang digunakan oleh Dinas Perhubungan Kota Palembang bersumber dari Anggaran Pendapatan Belanja Daerah (APBD), sehingga sudah pasti bahwa Dinas Perhubungan Kota Palembang memegang prinsip efektivitas, efisiensi, dan ekonomis. Tujuan: Untuk mengetahui apakah prinsip tersebut telah dijalankan dengan baik.atau tidak, maka perlu dilakukan pengukuran terhadap kinerja keuangan karena di Dinas Perhubungan Kota Palembang sendiri tidak terdapat pengukuran khusus terhadap kinerja keuangan. Berdasarkan permasalahan tersebut penulis tertarik melakukan penelitian mengenai kinerja keuangan dengan judul penelitian “Kinerja Laporan Keuangan Dinas Perhubungan Kota Palembang Sumatera Selatan Periode 2017-2021” Penelitian ini menggunakan teori Ratnasari Haliyah Syamsuddin (2015:284-285) mengenai kinerja Dinas Kesehatan Kabupaten Pinrang selama tahun 2010-2014, adapun tujuannya untuk mengetahui kinerja keuangan melalui rasio kemandirian, rasio efektivitas, rasio efesiensi. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Adapun teknik pengumpulan data yang digunakan adalah obsevarsi, wawancara dan dokumentasi. Sedangkan teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukan kinerja laporan keuangan Dinas Perhubungan Kota Palembang sudah dilaksanakan dengan baik namun masih terdapat kendala dalam pelaksanaannya. Kesimpulan : Kesimpulannya bahwa Dinas Perhubungan Kota Palembang belum bisa merealisasikan target Pendapatan Asli Daerah (PAD) selama 2017-2021, dan hasil perhitungan kinerja keuangan disimpulkan bahwa Peforma Dinas Perhubungan Kota Palembang masih belum stabil. Dilihat dari hasil Rasio Kemandirian berada di kategori tinggi (Delegatif) yang artinya Dinas Perhubungan Kota Palembang sudah cukup baik namun masih membutuhkan bantuan Pemerintah Pusat, sedangkan jika dilihat dari Rasio Efektivitas berada dikategori kurang efektif dimana Dinas Perhubungan Kota Palembang kurang atau tidak mendekati target anggaran yang telah direncanakan, dan Rasio Efesiensi berada dikategori tidak efesien dimana Dinas Perhubungan Kota Palembang belum mampu memaksimalkan Pendapatan Asli Daerah (PAD) nya.
