Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on problems in the form of the lack of readiness of human resources as SIPD managers, administrative processes that have not run optimally and the availability of software that is not perfect in improving the quality of local government financial statements through the Regional Government Information System (SIPD). Purpose: The purpose of this study is to identify the extent of the effectiveness of the Local Government Information System (SIPD) in improving the quality of local government financial statements in Semarang District, Central Java Province. Method: This study uses qualitative descriptive methods on the effectiveness of computer-based information systems according to Kenneth C. Laudon &; Jane P. Laudon Theory. Data collection techniques were conducted by interviews (8 informants), observation and documentation. Result: The findings obtained by the author in this study are that the Regional Government Information System (SIPD) used has not been effective so that in reporting it must use a support system or double system, namely by using the Regional Financial Management Information System (SIPD) to back up the data. Conclusion: The effectiveness of the Regional Government Information System in improving the quality of local government financial statements (LKPD) in Semarang Regency, Central Java Province, has not been effective because several obstacles are still found, especially in indicators of human resources, processes, networks and telecommunications as well as the availability of software which is not adequate. The efforts to improve system-based financial management through the Regional Government Information System (SIPD) are carrying out technical guidance with the Ministry of Home Affairs and other local governments, using a companion system to produce financial statements and increasing network capacity around the Regional Finance Agency (BKUD) of Semarang Regency. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan berupa minimnya kesiapan sumber daya manusia sebagai pengelola SIPD, proses penatausahaan yang belum berjalan maksimal serta ketersediaan perangkat lunak (software) yang belum sempurna dalam meningkatkan kualitas laporan keuangan pemerintah daerah melalui Sistem Informasi Pemerintahan Daerah (SIPD). 2 Tujuan: Tujuan dari penelitian ini adalah untuk mengindentifikasi sejauh mana efektivitas Sistem Informasi Pemerintahan Daerah (SIPD) dalam meningkatkan kualitas laporan keuangan pemerintah daerah di Kabupaten Semarang Provinsi Jawa Tengah. Metode: Penelitian ini menggunakan metode deskriptif kualitatif terhadap efektivitas sistem informasi berbasis komputer menurut Teori Kenneth C. Laudon & Jane P. Laudon. Teknik pengumpulan data dilakukan dengan wawancara (8 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Sistem Informasi Pemerintahan Daerah (SIPD) yang digunakan belum efektif sehingga dalam pelaporannya harus menggunakan sistem pendukung atau double system yakni dengan menggunakan Sistem Informasi Pengelolaan Keuangan Daerah (SIPD) untuk memback up datanya. Kesimpulan: Efektivitas Sistem Informasi Pemerintahan Daerah dalam meningkatkan kualitas laporan keuangan pemerintah daerah (LKPD) di Kabupaten Semarang Provinsi Jawa Tengah belum efektif karena masih ditemukan beberapa kendala terutama pada indikator sumber daya manusia, proses, jaringan dan telekomunikasi serta ketersediaan perangkat lunak (software) yang belum memadai. Adapun upaya untuk meningkatkan pengelolaan keuangan berbasis sistem melalui Sistem Informasi Pemerintahan Daerah (SIPD) ini yaitu melaksanakan bimbingan teknis dengan Kementerian Dalam Negeri serta pemerintah daerah lainnya, menggunakan sistem pendamping untuk melahirkan laporan keuangan dan menambah kapasitas jaringan di sekitar lingkungan Badan Keuangan Daerah (BKUD) Kabupaten Semarang.
