Abstract

ABSTRACT Problem statement/background (GAP): Waste management policy in Karo Regency as a form of implementation of regional regulations Regional Regulation of Karo Regency Number 02 of 2021 concerning Waste Management. Waste is one of the problems that often arises both in government and society. Garbage has until now become a problem in Karo Regency because it makes the environment unclean and comfortable. so that researchers are interested in researching with the title Implementation of Waste Management Policy in Karo Regency, North Sumatra Province. Purpose: This study aims to determine the implementation of waste management policies in Karo District, North Sumatra Province, determine the supporting and inhibiting factors of the implementation of waste management policies in Karo Regency, North Sumatra Province. Method: this study used qualitative descriptive method. The theory used is the theory of policy implementation by Edward III, namely communication, resources, disposition, and bureaucratic structure. The techniques in data collection used are observation, interviews, and documentation. The research was conducted at the Environmental Office of Karo Regency, North Sumatra Province. Results: Research shows that the implementation of waste management policies in Karo District, North Sumatra Province, is not running optimally. Conclusion: research shows that the implementation of waste management policy in Karo Regency has not been implemented optimally. Resources are inadequate due to lack of staff, lack of awareness of staff at work, not optimal facilities infrastructure, lack of public awareness in carrying out waste management activities because there are still those who throw waste carelessly and no less discipline in complying with the waste disposal schedule. Keywords: Policy Implementation, Waste Management ABSTRAK Permasalahan/Latar Belakang: Kebijakan pengelolaan sampah di Kabupaten Karo sebagai bentuk implementasi peraturan daerah Peraturan Daerah Kabupaten Karo Nomor 02 Tahun 2021 Tentang Pengelolaan Sampah. Sampah merupakan salah satu permasalahan yang sering muncul baik itu dalam pemerintahan maupun masyarakat. Sampah hingga saat ini menjadi masalah di Kabupaten Karo karena membuat lingkungan menjadi tidak bersih dan nyaman. sehingga peneliti tertarik untuk meneliti dengan judul Implementasi Kebijakan Pengelolaan Sampah Di Kabupaten Karo Provinsi Sumatera Utara. Tujuan dari pengelolaan sampah di Kabupaten Karo adalah untuk meciptakan Kabupaten Karo yang bersih dan nyaman dari sampah. Tujuan: Penelitian ini bertujuan untuk mengetahui impelementasi kebijakan pengelolaan sampah di Kabupaten Karo Provinsi Sumatera Utara, mengetahui faktor pendukung dan faktor penghambat dari impelementasi kebijakan pengelolaan sampah di Kabupaten Karo Provinsi Sumatera Utara. Metode: penelitian ini menggunakan metode deskriptif kualitatif. Teori yang digunakan adalah teori implementasi kebijakan oleh Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teknik dalam pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Penelitian yang dilaksanakan di Dinas Lingkungan Hidup Kabupaten Karo Provinsi Sumatera Utara. Hasil : penelitian menunjukkan bahwa impelementasi kebijakan pengelolaan sampah di kabupaten karo provinsi sumatera utara berlum berjalan dengan optimal. Kesimpulan: penelitian menunjukkan bahwa implementasi kebijakan pengelolaan sampah di Kabupaten Karo belum berjalan terlaksana secara optimal. Sumber daya belum memadai karena kurangnya jumlah staff, kurangnya kesadaran staff dalam bekerja, belum optimalnya fasilitas sarana dan prasarana, kurangnya kesadaran masyarakat dalam melakukan kegiatan pengelolaan sampah karena masih ada yang membuang sampah secara sembarangan dan tidak kurang disiplin dalam mematuhi jadwal pembuangan sampah.
