Abstract
ABSTRACT Problem statement/background (GAP): This research is entitled "Social Protection Through the Family Hope Program (PKH) in Sikka Regency, East Nusa Tenggara Province." In this research, the main problem is poverty which is still high in Sikka Regency, which makes it difficult for them to fulfill their basic needs and improve their social status. Therefore, the government carries out the function of social protection through the social assistance of the Family Hope Program (PKH). Purpose: The purpose of this research is to describe and analyze social protection through the Family Hope Program (PKH) in Sikka Regency and to describe and analyze the supporting and inhibiting factors of social security through the Family Hope Program (PKH) in Sikka Regency. Method: This research uses qualitative methods with data collection techniques through interviews, observation, and documentation. Result: The results of the study show that social protection through the Family Hope Program (PKH) implemented by social services has been going well through data collection on poor families, distribution of assistance, assistance to beneficiary families, and empowerment of joint business groups. However, the social protection implemented still has several obstacles such as data collection problems, error data systems, updating of beneficiary data, geographical conditions, and behavior of beneficiaries who have not used PKH assistance properly. Conclusion: Therefore the local government through social services must as soon as possible solve the problem of data collection and updating data by reactivating the e-PKH application and there needs to be awareness from beneficiary families to make good use of PKH assistance to protect, fulfill basic needs, and improve social status. Keywords: Poverty, Social Protection, PKH ABSTRAK Permasalahan/Latar Belakang (GAP): Skripsi ini berjudul “Perlindungan Sosial Melalui Program Keluarga Harapan (PKH) di Kabupaten Sikka Provinsi Nusa Tenggara Timur.” Dalam penelitian ini yang menjadi masalah utama adalah kemiskinan yang masih tinggi di Kabupaten Sikka, yang mengakibatkan mereka kesulitan untuk memenuhi kebutuhan dasar dan meningkatkan status sosial. Maka dari itu pemerintah melaksanakan fungsi perlindungan sosial melalui bantuan sosial Program Keluarga Harapan (PKH). Tujuan: Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis perlindungan sosial melalui program keluarga harapan (PKH) di Kabupaten Sikka dan untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat perlindungan sosial melalui program keluarga harapan (PKH) di Kabupaten Sikka. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukan bahwa perlindungan sosial melalui program keluarga harapan (PKH) yang dilaksanakan oleh dinas sosial sudah berjalan baik lewat pendataan keluarga miskin, penyaluran bantuan, pendampingan keluarga penerima manfaat dan pemberdayaan kelompok usaha bersama. Akan tetapi perlindungan sosial yang dilaksanakan masih ada beberapa kendala seperti masalah pendataan, system data yang error, pembaharuan data penerima bantuan, kondisi geografis, serta perilaku penerima bantuan yang belum memanfaatkan bantuan PKH dengan baik. Kesimpulan: Oleh karena itu pemerintah daerah melalui dinas sosial harus segera mungkin menyelesaikan masalah pendataan dan pembaharuan data dengan mengaktifkan kembali aplikasi e-PKH dan perlu ada kesadaran dari keluarga penerima bantuan untuk memanfaatkan bantuan PKH dengan baik guna melindungi, memenuhi kebutuhan dasar, dan meningkatkan status sosial.
