Abstract

ABSTRACT (in english) Problem Statement/Background (GAP): In 2020, Indonesia experienced the Covid-19 pandemic which resulted in limited economic activities in Indonesia. Limited economic activities have an impact on recession or declining economic growth in Indonesia. Micro, Small and Medium Enterprises (MSMEs) have an important role in economic growth, which is 60.5% of Gross Domestic Growth. The government has issued a policy, namely Micro, Small and Medium Enterprises Direct Cash Assistance (MSME DCA) program to be able to help micro businesses increase their business capital through cash provided by the government so that business actors can continue their business. Purpose: This study aims to describe and analyze supporting and inhibiting factors as well as efforts to optimize the implementation of the Micro, Small and Medium Enterprises Direct Cash Assistance (MSME DCA) program in Karimun District, Riau Islands Province. Method: A qualitatively descriptive method and analysis of Thomasd R. Dye's implementation theory. The data collection techniques used are interviews, observations, and documentation studies. Result: : The results show that the implementation of the MSME DCA program in Karimun Regency has not been implemented optimally with findings on the constraints of implementing the MSME DCA program, namely that there are not enough implementing personnel available at the Karimun Regency Micro Business, Trade and Energy and Mineral Resources Cooperative Office, furthermore the delivery of information on the MSME DCA program has not been evenly distributed and the use of technology in the implementation of MSME DCA has not been maximized. Conclusion: There are supporting factors that also support the implementation of the MSME DCA program in the field, namely the establishment of cooperation between agencies in the implementation of MSME DCA, then having adequate budget available in the MSME DCA program, the implementation of Standard Operational Procedures (SOP) in the MSME DCA program. The efforts to be able to optimize the implementation of the MSME DCA program in Karimun Regency are carried out, namely increasing the competence of employees of the Micro Business, Trade and Energy and Mineral Resources Cooperative Office, and disseminating information to the public about the MSME DCA program by utilizing existing media, as well as improving internet-based government services. Keywords: Public Policy; Implementation; Direct Assistance Program ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Pada tahun 2020, Indonesia mengalami pandemi Covid-19 yang mengakibatkan terbatasnya kegiatan perekonomian di Indonesia. Terbatasnya kegiatan perekenomian berdampak terhadap terjadinya resesi atau menurunnya pertumbuhan ekonomi di Indonesia. Usaha Mikro Kecil dan Menengah (UMKM) memiliki peran penting terhadap pertumbuhan ekonomi, yaitu 60,5% terhadap Pertumbuhan Domestik Bruto. Pemerintah telah menerbitkan kebijakan yaitu Bantuan Langsung Tunai Usaha Mikro Kecil dan Menengah (BLT UMKM) untuk dapat membantu pelaku usaha mikro menambah modal usahanya melalui uang tunai yang diberikan oleh pemerintah agar pelaku usaha dapat melanjutkan usahanya. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat serta upaya dalam mengoptimalkan implementasi program Bantuan Langsung Tunai Usaha Mikro Kecil dan Menengah (BLT UMKM) di Kabupaten Karimun Provinsi Kepulauan Riau. Metode: Metode yang kualitatif deskriptif dan analisis terhadap teori implementasi Thomasd R. Dye. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dan studi dokumentasi. Hasil/Temuan: Hasil penelitian menunjukan menunjukkan bahwa implementasi program BLT UMKM di Kabupaten Karimun belum dilaksanakan secara optimal dengan adanya temuan pada kendala pelaksanaan program BLT UMKM yaitu belum tersedia tenaga pelaksana yang cukup di Dinas Koperasi Usaha Mikro, Perdagangan dan ESDM Kabupaten Karimun, selanjutnya penyampaian informasi program BLT UMKM belum merata dan belum maksimalnya pemanfaatan teknologi dalam pelaksanaan BLT UMKM. Kesimpulan: Terdapat faktor pendukung yang juga menunjang pelaksanaan program BLT UMKM di lapangan yaitu terbangunnya kerjasama antar instansi dalam pelaksanaan BLT UMKM, selanjutnya memiliki tersedia anggaran yang memadai dalam program BLT UMKM, Terlaksananya Standard Operational Procedures (SOP) dalam program BLT UMKM. Adapun upaya untuk dapat mengoptimalkan implementasi program BLT UMKM di Kabupaten Karimun dilakukan yaitu meningkatkan kompetensi pegawai Dinas Koperasi Usaha Mikro, Perdagangan dan ESDM, dan menyebarkan informasi kepada masyarakat tentang program BLT UMKM dengan memanfaatkan media yang ada, serta meningkatkan pelayanan pemerintah berbasis internet.
