Abstract

Regional governments have the authority to carry out regional financial management independently to increase accountability for regional treasury management. SIPD, especially in regional financial management, has been integrated into one network that connects local governments with the Directorate General of Regional Financial Development so that activity and budget data in regional government financial management can be directly supervised by the Directorate General of Regional Financial Development. Purpose: The purpose of this research is to analyze out the implementation of the CHSE Certification Program in order to create security and comfort for tourists who are traveling. Method: This research uses a descriptive method with a qualitative approach. Data collection techniques used for this research are interviews, observation, and documentation. Result: The result of this study shows that the implementation of the Regional Government Information System (SIPD) in Improving Regional Financial Reporting at the Regional Financial and Asset Management Agency of Gianyar Regency it has not been effective. Factors inhibiting the implementation of the Regional Government Information System (SIPD) include outreach, training and training regarding the implementation of the Regional Government Information System (SIPD) which has not been carried out routinely, assistant staff and human resources from employees at the Gianyar Regency Regional Financial and Asset Management Agency who have not mastered the SIPD application, the Central Government which has not provided follow-up on the obstacles reported by the BPKAD of Gianyar Regency in the Application of the Regional Government Information System (SIPD), the financial management system in the application of the Regional Government Information System (SIPD) which has not been fully operational. Conclusion: Several efforts were made to overcome these obstacles, namely conducting outreach in the form of training and training regarding the application of the Regional Government Information System (SIPD), providing information and training directly to employees of the Gianyar Regency Regional Financial and Asset Management Agency, using the Regional Management Information System application. Next Generation (SIMDA-NG) to assist the BPKAD of Gianyar Regency in dealing with financial management issues. Keywords: Effectiveness, Regional Government Information System, Reporting Pemerintah daerah mempunyai kewenangan dalam melakukan pengelolaan keuangan daerah secara mandiri untuk meningkatkan pertanggung jawaban atas pengelolaan kas daerah. SIPD khususnya dalam pengelolaan keuangan daerah telah terintegrasi dalam satu jaringan yang menghubungkan pemerintah daerah dengan Direktorat Jendral Bina Keuangan Daerah sehingga data kegiatan dan anggaran dalam pengelolaan keuangan pemerintah daerah dapat langsung diawasi oleh Direktorat Jendral Bina Keuangan Daerah. Tujuan: Penelitian ini bertujuan mengetahui efektivitas penerapan Sistem Informasi Pemerintahan Daerah (SIPD) dalam meningkatkan pelaporan keuangan di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Gianyar yang ditinjau dengan 3 dimensi yakni pencapaian tujuan, adaptasi dan integrasi. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan untuk penelitian ini yaitu wawancara, observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu bahwa penerapan Sistem Informasi Pemerintahan Daerah (SIPD) Dalam Meningkatkan Pelaporan Keuangan Daerah di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Gianyar belum efektif. Faktor penghambat penerapan Sistem Informasi Pemerintah Daerah (SIPD) antara lain adalah sosialisasi, pelatihan dan diklat mengenai penerapan Sistem Informasi Pemerintahan Daerah (SIPD) belum dilaksanakan dengan rutin, tenaga pendamping dan sumber daya manusia dari para pegawai di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Gianyar yang belum menguasai aplikasi SIPD, Pemerintah Pusat yang tidak memberikan tindak lanjut terhadap hambatan yang dilaporkan oleh BPKAD Kabupaten Gianyar dalam Penerapan Sistem Informasi Pemerintahan Daerah (SIPD), sistem pengelolaan keuangan di aplikasi Sistem Informasi Pemerintahan Daerah (SIPD) yang belum berjalan keseluruhan. Kesimpulan: Beberapa upaya yang dilakukan untuk mengatasi hambatan-hambatan tersebut yaitu melakukan sosialisasi berupa pelatihan dan diklat mengenai penerapan Sistem Informasi Pemerintahan Daerah (SIPD), memberikan informasi dan pelatihan secara langsung kepada pegawai Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Gianyar, menggunakan aplikasi Sistem Informasi Manajemen Daerah Next Generation (SIMDA-NG) agar membantu BPKAD Kabupaten Gianyar dalam menangani masalah pengelolaan keuangan.
