Abstract

ABSTRACT Problem Statement/Background (GAP): The existence of regulations and institutions that enforce the rules still cannot create a safe and orderly life in society. The reality on the ground is that there are still many violations related to Street Vendors who sell where they shouldn't. The author focuses on problems that often arise related to public peace and order by Street Vendors. Purpose: The purpose of this study is to see the results of the Civil Service Police Unit in regulating Street Vendors in Bekasi City. Method: This research is a qualitative research with descriptive methods and an inductive approach using the theory of Control according to Mochtar Kusumaatmadja with four main indicators, namely Work Performance, Expertise, Behavior and Leadership. Data analysis techniques through data reduction, data presentation, and conclusion drawing. Result: The findings obtained by the researcher, namely Satpol PP Bekasi City in implementing the regulation of street vendors, namely street vendors, asked to continue to be able to carry out their activities in improper places and the desire of street vendors to get higher sales by continuing to sell in that place even though they had been put in order. Conclusion: The Civil Service Police Unit in regulating street vendors in Bekasi City is quite good, but there are still some shortcomings related to the quality of human resources (personnel) that are still needed training or training for each personnel and shortcomings related to several facilities and infrastructure such as transportation vehicles that are still insufficient as well as communication tools that are not comparable to the number of existing personnel. Keywords: Street Hawking, Civil Service Police Unit, Public Peace and Order ABSTRAK 1 Permasalahan/Latar Belakang : Adanya peraturan dan lembaga yang menegakkan aturan masih belum bisa menciptakan kehidupan aman dan tertib di masyarakat. Kenyataan di lapangan masih banyak ditemukan pelanggaran terkait Pedagang Kaki Lima yang berjualan di tempat yang tidak seharusnya. Penulis berfokus pada permasalahan yang sering muncul terkait ketentraman dan ketertiban umum oleh Pedagang Kaki Lima. Tujuan: Tujuan dari penelitian ini yaitu untuk melihat hasil Satuan Polisi Pamong Praja dalam melakukan penertiban Pedagang Kaki Lima di Kota Bekasi. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif dengan menggunakan teori Penertibanmenurut Mochtar Kusumaatmadja dengan empat indikator utama yakni Prestasi Kerja, Keahlian, Perilaku dan Kepemimpinan. Teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh peneliti yaitu Satpol PP Kota Bekasi dalam melaksanakan penertiban PKL yaktu PKL meminta untuk tetap bisa melakukan aktivitasnya di tempat yang tidak semestinya serta keinginan dari PKL untuk mendapatkan penjualan yang lebih tinggi dengan tetap berjualan di tempat tersebut walaupun telah ditertibkan. Kesimpulan: Satuan Polisi Pamong Praja dalam melakukan penertiban PKL di Kota Bekasi sudah cukup baik, akan tetapi masih terdapat beberapa kekurangan terkait dengan kualitas dari sumber daya manusia (personil) yang masih dibutuhkannya pelatihan ataupun diklat bagi tiap personil serta kekurangan terkait beberapa sarana dan prasarana seperti alat kendaraan angkutan yang masih belum mencukupi juga alat komunikasi yang tidak sebanding dengan jumlah personil yang ada.
