Abstract
ABSRACT Problem Statement / Background (GAP): The author focuses on the Effectiveness of Implementing Infrastructure Capital Expenditure that supports facilities and infrastructure in the City of Malang. Purpose : The purpose of this study is to see how effective infrastructure capital expenditure is in the City of Malang in 2021. Methods: This study uses a type qualitative research by conducting studies on OPDs that manage local government finances. The data used is taken from the Regional Finance and Asset Agency as the manager of regional finance. The theory used by the authors in this study is the Theory of Effectiveness according to James L. Gibson which includes clarity of purpose, clarity of strategy, process of analysis and policy formulation, planning, programming, availability of facilities and infrastructure, and monitoring and control systems. Results and Findings: To accelerate the construction of public service facilities, various policies related to the infrastructure capital expenditure budget were carried out. The development plan that has been prepared by the government, including the planned infrastructure capital expenditure budget, will then be carried out by the implementation of the infrastructure development program. Conclusion: The results of the study show that the implementation of infrastructure capital expenditure in Malang City, East Java Province is running quite effectively, this is evidenced by the seven indicators in the Effectiveness Concept, only five are categorized as effective, while two indicators are still categorized as ineffective. The inhibiting factors in the implementation of infrastructure capital expenditures were due to delays in the infrastructure development program and the inaccuracy in the determination of goods and services by the City Government of Malang. Keywords : Effectiveness, Implementation, Infrastructure Capital Expenditures ABSTRAK Permasalahan / Latar Belakang (GAP) : Penulis folus pada Efektivitas Pelaksanaan Belanja Modal Infrastruktur yang menunjang sarana dan prasarana di Kota Malang. Tujuan : Tujuan dari penelitian ini melihat bagaimana efektifnya belanja modal infrasturktur di Kota Malang pada tahun 2021. Metode : Penelitian ini menggunakan jenis penelitian kualitatif dengan melakukan studi pada OPD yang mengelola keuangan pemerintah daerah. Data yang digunakan diambil dari Badan Keuangan dan Aset Daerah selaku pengelola keuangan daerah. Teori yang digunakan penulis dalam penelitian ini yaitu Teori Efektivitas menurut James L. Gibson yang meliputi kejelasan tujuan, kejelasan strategi, proses analisis dan perumusan kebijakan, perencanaan, penyusunan program, tersedianya sarana dan prasarana, serta sistem pengawasan dan pengendalian. Hasil dan Temuan : untuk mempercepat pembangunan fasilitas pelayanan publik dilakukanlah berbagai kebijakan yang berkaitan dengan anggaran belanja modal infrastruktur. Rencana pembangunan yang telah disusun pemerintah termasuk rencana anggaran belanja modal infrastruktur selanjutnya akan dilakukan pelaksanaan program pembangunan infrastruktur. Kesimpulan : Hasil penelitian menunjukkan bahwa dalam pelaksanaan belanja modal infrastruktur di Kota Malang Provinsi Jawa Timur berjalan cukup efektif, hal ini dibuktikan dari tujuh indikator yang ada dalam Konsep Efektivitas hanya lima yang dikategorikan efektif, sementara dua indikator masih dikategorikan belum efektif. Faktor penghambat dalam pelaksanaan belanja modal infrastruktur yaitu karena adanya penundaan program pembangunan infrastruktur dan kurang cermat dalam penentuan barang dan jasa yang dilakukan oleh Pemerintah Kota Malang.
