Abstract
ABSTRACT Problem Statement/Background (GAP): At the beginning of 2020, Indonesia was hit by a disaster that had a major impact on economic activity, namely the emergence of the Covid-19 virus which disrupted various sectors, both locally and globally. This is due to the enactment of PSBB or known as Large-Scale Social Restrictions to prevent the spread of the virus. A new innovation is needed to answer various problems in overcoming existing problems, one of which is the emergence of the Bunda Clinic Application as an acceleration of economic recovery during the Covid-19 pandemic. Purpose: Basically the purpose of this research is to analyze how effective the application of the Bunda Clinic Application in Indragiri Hulu Regency is in improving people's welfare during a pandemic. Method: The method used is descriptive qualitative using Subagyo's theory on Measuring Program Effectiveness and data is collected through open structured interview techniques and documentation. Result: The findings with the Program Effectiveness Measurement show that the application of the Bunda Clinic Application in the midst of the COVID-19 pandemic has not fully run optimally. There are still several obstacles such as the lack of enthusiasm of the community in welcoming the presence of the application, the lack of preparedness of human resources in running the application, the frequent change of experts who hold applications and networks in several villages which are still constrained and in some situations maintenance and error application conditions are still found. Conclusion: Of course, things like this are common problems, especially since this application is relatively new, so it is still in the development stage and still needs some improvements to maximize use to improve people's welfare during the Covid-19 pandemic through BUMDES. Keywords: Corona Virus, Effectiveness, Klinik Bunda Application, Public Welfare ABSTRAK Permasalahan/Latar Belakang (GAP): Awal tahun 2020, Indonesia diterpa sebuah musibah yang sangat berdampak pada kegiatan perekonomian yakni munculnya virus covid-19 yang mengganggu berbagai sektor baik lokal maupun global. Hal ini karena diberlakukannya PSBB atau dikenal dengan Pembatasan Sosial Berskala Besar guna pencegahan penyebaran virus. Dibutuhkan sebuah inovasi baru guna menjawab berbagai persoalan dalam mengatasi masalah yang ada,salah satunya dengan munculnya Aplikasi Klinik Bunda sebagai percepatan pemulihan perekonomian di saat pandemi covid-19. Tujuan: untuk menganalisis seberapa efektif penerapan Aplikasi Klinik Bunda di Kabupaten Indragiri Hulu dalam meningkatkan kesejahteraan masyarakat di saat pandemi. Metode: Metode yang digunakan bersifat Deskriptif Kualitatif dengan menggunakan Teori Subagyo tentang Pengukuran Efektivitas Program dan data dikumpulkan melalui teknik wawancara terstruktur yang bersifat terbuka dan dokumentasi. Hasil/Temuan: Hasil temuan dengan Pengukuran Efektivitas Program menunjukan bahwa penerapan Aplikasi Klinik Bunda di tengah pandemi COVID-19 belum sepenuhnya berjalan efektif. Masih ditemukan beberapa kendala seperti kurangnya antusias masyarakat menyambut kehadiran aplikasi,kurang siap sumber daya manusia dalam menjalankan aplikasi, masih sering berganti tenaga ahli yang memegang aplikasi dan jaringan di beberapa desa yang masih terkendala serta dalam beberapa situasi masih didapati kondisi aplikasi maintenance dan error. Kesimpulan: Masalah yang ada merupakan masalah umum terlebih aplikasi ini tergolong baru sehingga masih dalam tahap perkembangan dan masih butuh beberapa perbaikan untuk memaksimalkan pemakaian guna meningkatkan kesejahteraan masyarakat di saat Pandemi covid-19 melalui BUMDES.
