Abstract

ABSTRACT Background / Research Gap: Gresik Regency has the ability to implement Good Governance through an Electronic-Based Government System (SPBE), especially in regional financial governance where the implementation of the Regional Government Information System (SIPD) is the key to E-government success. Objective: This study aims to determine the effectiveness of budget planning, obtain an explanation of inhibiting factors and SIPD strategies in preparing budget planning in Gresik Regency. Methods: The research used a descriptive qualitative method with an inductive approach, because the author first observed the problem then drew conclusions derived from interviews, observations and documentation activities. Research Results: In organizing financial governance, especially in the budget planning process, it can be said to be effective because it has fulfilled the theory used in the research, although there are things that must be evaluated for improvement. The main obstacle in this study is the OPD's delay in inputting SIPD. Strategies to overcome obstacles using the ASOCA strategy with the collaboration of internal and external factors so that strategies to overcome problems in research will be found. Conclusion: Based on the research results, the implementation of financial governance, especially in the budget planning process, can be said to be effective because it is in accordance with the research theory and fulfills the dimensions of usefulness, dimensions of accuracy and objectivity, dimensions of scope, dimensions of cost effectiveness, dimensions of accountability, but needs evaluation in the dimension of timeliness. ABSTRAK Latar Belakang / GAP Penelitian : Kabupaten Gresik memiliki kemampuan menerapkan Good Governance melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) khususnya dalam tata kelola keuangan daerah dimana penerapan Sistem Informasi Pemerintahan Daerah (SIPD) menjadi kunci kesuksesan E-government. Tujuan : Penelitian ini bertujuan mengetahui efektivitas perencanaan anggaran, memperoleh penjelasan faktor penghambat dan strategi SIPD dalam penyusunan perencanaan anggaran di Kabupaten Gresik. Metode : Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan induktif, karena penulis melakukan pengamatan terlebih dahulu terhadap permasalahan kemudian melakukan penarikan kesimpulan yang berasal dari kegiatan wawancara, observasi dan dokumentasi. Hasil Penelitian : Dalam penyelenggaraan tata kelola keuangan khususnya dalam proses perencanaan anggaran dapat dikatakan efektif karena telah memenuhi teori yang dipakai dalam penelitian meskipun terdapat hal yang harus dievaluasi untuk diperbaiki. Hambatan utama yang dalam penelitian ini yaitu keterlambatan OPD dalam penginputan SIPD. Strategi untuk mengatasi hambatan menggunakan strategi ASOCA dengan kolaborasi faktor internal dan eksternal sehingga akan ditemukan strategi mengatasi masalah dalam penelitian. Kesimpulan : Berdasarkan hasil penelitian, penyelenggaraan tata kelola keuangan khususnya dalam proses perencanaan anggaran dapat dikatakan efektif karena telah sesuai dengan teori penelitian dan memenuhi dimensi kegunaan, dimensi ketepatan dan objektivitas, dimensi ruang lingkup, dimensi efektivitas biaya, dimensi akuntabilitas, namun perlu evaluasi dalam dimensi ketepatan waktu.
