Abstract
Problem/Background: This research departs from the widespread circulation of liquor in Fakfak Regency which has a negative impact on the implementation of public order in Fakfak Regency. The authority of the Fakfak Regency Satpol PP in controlling liquor needs to be analyzed and to find a relationship between the low level of public compliance with the Satpol PP authority in controlling and prohibiting. In this case, liquor enforcement focuses on the role of Satpol PP in handling liquor in the community. Objective: The purpose of this study was to determine the role of Satpol PP in implementing Regional Regulations as well as obstacles and solutions in implementing Regional Regulation Number 2 of 2008 in Fakfak Regency, West Papua Province. Methods: This study uses descriptive methods and inductive analysis. This study uses Molong theory (2022) which is related to the subject's behavior, attitudes, motivations, perceptions, and behavioral studies. Data collection techniques were carried out by interview, documentation and observation. Results/Findings: The findings obtained by the author in this study are the lack of the role of the Satpol PP in handling liquor and there are still many people who do not know the local regulations governing liquor. Conclusion: The role of Satpol PP in enforcing regional regulations is still not effective. The reason is that there are still a lot of alcoholic drinks in the shops and homes of residents on the market, and the public's lack of knowledge about the regulation. Keywords: role, Satpol PP, Control and Prohibition, Liquor ABSTRAK Permasalahan/Latar Belakang: Penelitian ini berangkat dari maraknya peredaran minuman keras yang ada di kabupaten fakfak yang berdampak buruk terhadap penyelenggaraan ketertiban umum di Kabupaten Fakfak. Kewenangan Satpol PP Kabupaten Fakfak dalam melakukan penertiban minuman keras perlu untuk dianalisis serta untuk mencari hubungan antara rendahnya kepatuhan masyarakat terhadap otoritas Satpol PP dalam melakukan pengendalian dan larangan. Dalam hal ini penegakan minuman keras berfokus pada peran satpol pp dalam penanganan minuman keras dalam masyarakat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui peran Satpol PP dalam pelaksanaan Peraturan Daerah serta penghambat dan solusi dalam pelaksanaan Peraturan Daerah Nomor 2 Tahun 2008 di Kabupaten Fakfak Provinsi Papua Barat. Metode: Penelitian ini menggunakan metode deskriptif dan analisis secara induktif. Penelitian ini mengunakan Teori moleong (2022) yang berkaitan dengan perilaku subjek, sikap, motivasi, persepsi, dan studi perilaku. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu kurangnya peranan satpol pp dalam penangan minuman keras serta masih banyaknya masyarakat yang belum mengetahui perda yang mengatur tentang minuman keras. Kesimpulan: Peranan satpol pp dalam penegakan Perda masih belum berjalan efektif. Pasalnya, minuman beralkohol yang terdapat di toko dan rumah warga masih banyak beredar di pasaran, serta minimnya pengetahuan masyarakat tentang perda tersebut.
