Abstract
ABSTRACT Problem Statement/ Background (GAP): The Action Program for Mothers Bringing Birth Certificates Home (SI BULAN) is a program created by the Magelang City Population and Civil Registration Office with the aim of actively assisting the community in making birth certificates. This program was created because there were still delays in reporting births of around 9.47% in 2018 s.d. 2019 resulted in children's rights cannot be immediately fulfilled. Purpose: The purpose of this study was to determine and describe the effectiveness of the SI BULAN program, its inhibiting factors and the efforts of the Magelang City Disdukcapil to overcome these obstacles. Method: The research method used is descriptive method with a qualitative approach. Data collection techniques are in the form of observation, interviews and documentation, then the data collected is analyzed using the stages of data reduction, display or data presentation, and data verification. Result: Based on the results of the analysis, the implementation of the SI BULAN program at the Department of Population and Civil Registration of Magelang City, Central Java Province has been running effectively, but there are obstacles, namely the absence of a special vehicle owned by the Disdukcapil of Magelang City to deliver birth certificate documents. Efforts are being made to overcome these obstacles by means of the birth certificate document being delivered using the officer's private vehicle so that document delivery is still carried out. Conclusion: For the smooth running of this program, suggestions for the Disdukcapil of Magelang City is to provide regular and scheduled socialization to the community, develop the SI BULAN program through collaboration with various parties such as goods delivery services, as well as the procurement of special vehicles for delivery of 3 in 1 SI BULAN documents.
