Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) The implementation of policies regarding the budget is an important factor during the current pandemic, the government in carrying out the policy of refocusing and reallocating regional revenue and expenditure budgets in an effort to handle Corona Virus Disease 2019 continues to strive so that its implementation can run optimally. The spread of Corona Virus Disease 2019 had a negative impact on the stability of the country's financial system. To overcome this, the ministries, institutions and local governments are directed to make adjustments to the 2021 budget to focus on activities to handle the spread of Covid-19. In response to this directive, the Majene Regency Government carried out refocusing and reallocation of the APBD in the 2021 Fiscal Year. Purpose : to find out how to implement the refocussing and reallocation of the Regional Revenue and Expenditure Budget for the 2021 Fiscal Year in Majene Regency, the obstacles and efforts in the implementation and reallocation of the APBD..Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The Majene Regency Government has implemented the Refocussing Policy and Reallocation of the Regional Revenue and Expenditure Budget for the 2021 Fiscal Year in the Context of Handling the Impact of Covid-19 in Majene Regency quite well. Majene Regency areas include: Number of Regulations Issued in a Short Period of Time, Conclusion In the implementation of the refocussing and reallocation of the APBD in Majene Regency in its implementation there are several obstacles including in terms of unpreparedness in terms of budget implementersin accepting budget changes and the lack of good understanding of the budget implementers on the newly established mechanism, overlapping regulatory policies, and also some problems were still found, among others, macro policy refocusing and reallocation had a negative impact on economic growth, and the programs and operational expenditures as well as programs for community empowerment were not properly implemented.Keywords : Refocussing, Reallocation, APBD
