Abstract

ABSTRACT Problem Statement/Background (GAP): Medan as one of the largest cities in Indonesia has a large population, this number will certainly be a challenge for the Medan City Government in carrying out public services. Responding to this challenge, the Medan City Government launched the Medan Smart City which is managed and sheltered by the Communication and Information Office, with this application also an adaptation of the Medan City Government to the times. Purpose: This study purposes to determine how effective the Medan Smart City application is, the inhibiting factors for the development of this application, and what efforts have been made by the Medan City Communication and Information Office in dealing with these inhibiting factors. Method: The author uses a qualitative research approach with a descriptive qualitative approach, while the data collection methods used are interview, documentation and data observation techniques. Interviews were conducted with several informants at the Medan City Communication and Information Office and the Community. Result: However, the launch of this application is considered unable to answer the wishes of the people of Medan City, this can be seen from the negative comments contained in the app store which only received a rating of 2.7. Unsatisfactory results were also conveyed by Bobby Nasution who during his campaign explained that the Medan Smart City failed in its implementation. Conclusion: Medan Smart City is quite effective with a note of the need for improvement and socialization to the community.
