Abstract

Problem Statement/Background(GAP):The Covid-19 pandemic that began to hit Indonesia in 2020 caused the country's economy to experience a decline. In response to this critical situation, the Indonesian government made a policy in the form of Unexpected Expenditure (BTT) funds which were used in the context of handling Covid-19. Which is divided into handling health, economic impact, and providing social safety nets. Purpose: The purpose of writing this thesis is to know and understand the level of effectiveness of BTT at BPKAD in Palangka Raya City. As well as knowing, understanding and explaining what problems can hinder the running of the BTT program. Method: Measuring the level of effectiveness of Unexpected Expenditures at BPKAD Palngka Raya, the author uses the theory of effectiveness according to Siagian as an analytical tool with descriptive qualitative research methods by conducting observations, interviews, and documentation. Result: From the research that the author has carried out, it shows that the implementation of BTT in the BPKAD of Palangka Raya City has been running optimally. Conclusion: However, in the implementation of the program there are still some problems. For this reason, it is necessary to carry out regular monitoring in the field, improve coordination with the parties involved, and take a persuasive approach to the community.
