Abstract

Problem Statement/Background (GAP): The author focuses on the problem that there are still community complaints that have not been followed up so that they are still in the process. In addition, there are still many people who do not know about the Online Reaction to Citizen News (RABEG) application in Serang City. Purpose: The purpose of this study is to find out and analyze the effectiveness of the Online Reaction to Citizen News (RABEG) application in improving the quality of public services in the city of Serang, the existing obstacles and the efforts made by the Office of Communication and Information of the City of Serang in dealing with these obstacles. Method: The research method used is descriptive qualitative method with an inductive approach. In collecting data, the writer uses observation, interview, and documentation techniques. The theory used in this thesis is the theory of Campbell J.P in Mutiarin, D & Zaenudin (2014: 96-97) about program effectiveness which is divided into 5 dimensions, namely program success, target success, satisfaction with the program, input and output levels, and goal achievement. thorough. Result: Based on the results of research on public awareness in ownership of death certificates, public awareness is proven to be still low. However, the Department of Population and Civil Registration of West Bandung Regency has innovations and ways to increase ownership of death certificates. Conclusion: The effectiveness of the Online Reaction to Citizen News (RABEG) application in improving the quality of public services in Serang City has been effective, but needs to be improved again to make it more optimal. This is because obstacles are still found, such as the lack of responsiveness of RABEG operators in regional apparatus to complaints, the lack of supporting infrastructure, and the lack of socialization. Efforts are being made to overcome these obstacles by establishing discussion groups among RABEG operators, adding suggestions and supporting infrastructure, and increasing socialization.
