Abstract

Problem Statement/Background (GAP): In the contex of realizing bureaucratic reform which is accompanied by the entry of Indonesia into the industrial revolution 4.0 and considering the need to fulfill the needs of civil servant competency development which is manifested in the form of education and/or training. Purpose: this study was to determine the effectiveness of blended learning in the development of CPNS competencies at the Badan Diklat Daerah Istimewa Yogyakarta. Method: The research design used by the author is descriptive qualitative with an inductive approach. Data collection techniques used are interviews and documentation. The analysis carried out is data ruduction, data presentation, verification and drawing conclusions. Result: The results of the study show that integrates training or blended learning is onsidered ineffective in developing CPNS competencies. Conclusion: There are several obstacles in its application, namely the limited widyaiswara, lack of infrastructure and the unaveilability of loval regulations governing the implementation of integrated blended learning training. Efforts made are socialization, procurement of infrastructure and planning proposals for regional regulation. Keywords: Training, Development, Competence
