Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the effectiveness of the procurement policy of the Dukcapil independent Pavilion machine in printing population documents, especially in printing birth certificates. Purpose: The purpose of this study is to determine and describe the factors and efforts made by the Department of Population and civil registration of Ambon City in the face of existing obstacles. Method: This study uses qualitative research design with descriptive method and analysis of effectiveness measure according to Campbell J theory.P (1989: 121) in Starawaji (2009). Data collection techniques through interviews, observations, and documentation. Result: The findings obtained from this study is the effectiveness of the policy of procurement of machines platform Dukcapil mandiri in issuing birth certificates in the city of Ambon has not run well. obstacles faced such as network problems, there is no special expert staff of the Dukcapil Mandiri platform machine, and the lack of public understanding of the Dukcapil mandiri platform machine. Conclusion: From these findings, the authors give advice immediately implement actions that become obstacles to the Dukcapil bridge machine and further improved the quality of Population Administration Services.
