Abstract

ABSTRACT Problems/Background This research is based on the victory of an empty column in one of the sub-districts, namely Arga Makmur District in the 2020 North Bengkulu Pilkada, which is known that Arga Makmur District is the capital of the district which is the seat of the government center and the center of the crowd in North Bengkulu Regency which was won by the column. vacant by 54.6% or 10,880 votes while the incumbent candidate pair got 45.4% or 9,051 votes. The purpose from this study to analyze and describe voter behavior as well as the driving and inhibiting factors in the victory of the empty column in the Arga Makmur sub-district in the 2020 North Bengkulu Regent and Deputy Regent Elections.. The research method or design used in this study is a descriptive qualitative method with an inductive approach. Data collection methods used in this thesis are observation, interviews and documentation. The theory used is the theory of voter behavior according to Ramlan Surbakti (1992). The results or research findings indicate The research shows that the factor of voter behavior that is the reason for the majority of voters choosing the empty column is because of the assessment of candidate figures based on public jealousy of road infrastructure development in North Bengkulu Regency. The conclusion from this study that there are three factors of voter behavior, namely structural factors, sociological factors and social psychological factors and there are driving factors in the form of the emergence of the empty column volunteer movement and inhibiting factors in the form of still lack of voter knowledge about elections with one candidate pair. Keywords: Election of Regent and Deputy Regent, Blank Column and Voter Behavior ABSTRAK Permasalahan/Latar Belakang Penelitian ini didasari oleh adanya kemenangan kolom kosong pada salah satu kecamatan yaitu Kecamatan Arga Makmur dalam Pilkada Bengkulu Utara tahun 2020 yang diketahui bahwa Kecamatan Arga Makmur merupakan ibu kota kabupaten yang menjadi tempat kedudukan pusat pemerintahan dan pusat keramaian di Kabupaten Bengkulu Utara yang justru dimenangkan oleh kolom kosong sebesar 54.6% atau 10.880 suara sedangkan pasangan calon petahana memperoleh 45.4% atau 9.051 suara. Tujuan dari penelitian ini untuk menganalisis dan mendeskripsikan perilaku pemilih serta faktor faktor pendorong dan penghambat pada kemenangan kolom kosong di kecamatan Arga Makmur pada Pemilihan Bupati dan Wakil Bupati Bengkulu Utara tahun 2020. Metode atau Desain penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Metode pengumpulan data yang digunakan dalam skripsi ini adalah observasi, wawancara dan dokumentasi. Teori yang digunakan yaitu teori perilaku pemilih menurut Ramlan Surbakti (1992).Hasil atau temuan penelitian menunjukkan bahwa faktor perilaku pemilih yang menjadi alasan mayoritas pemilih memilih kolom kosong karena faktor penilaian figur kandidat yang didasarkan kecemburuan masyarakat terhadap pembangunan infrastruktur jalan di Kabupaten Bengkulu utara. Kesimpulan dari Penelitian ini bahwa terdapat tiga faktor perilaku pemilih yaitu faktor struktural, faktor sosiologis dan faktor psikologis sosial serta terdapat faktor pendorong berupa munculnya gerakan relawan kolom kosong dan faktor penghambat berupa masih kurangnya pengetahuan pemilih mengenai pemilihan dengan satu pasangan calon.
