Abstract
nuralialimuh5@gmail.com ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem due to the Covid-19 pandemic, so the issuance of a presidential policy to each regional government, namely the implementation of refocusing funds in dealing with the Covid-19 pandemic, so that it has an impact on the Education Sector Regional Budget. Purpose: The purpose of this study is to analyze and describe the implementation of the DPRD Supervision Function Policy on the Regional Budget for Education in South Sulawesi Province. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the implementation theory of Edward II and uses the ASOCA theory of Ermaya Suradinata. Data collection techniques using in-depth interviews (8 informants), documentation and observation. Results/Findings:Delays in budget disbursement so that program implementation does not run fully. Conclusion:Whereas the implementation of the DPRD Supervision Function policy on the APBD in the Education Sector in South Sulawesi Province in general is good, although there are several obstacles, the government has made several efforts to overcome these problems. Keywords: Implementation, Policy, DPRD, Supervision Function, APBD ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan dikarenakan adanya pandemi Covid-19 maka dikeluarkannya kebijakan presiden kepada setiap pemerintah daerah yaitu diberlakukannya refocusing dana dalam penanggulangan pandemi Covid-19 sehingga berdampak pada APBD Bidang Pendidikan. Tujuan: Tujuan dari penelitian ini untuk menganalisis serta mendeskripsikan Implementasi Kebijakan Fungsi Pengawasan DPRD Terhadap APBD Bidang Pendidikan di Provinsi Sulawesi Selatan. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori implementasi dari Edward III dan menggunakan teori ASOCA dari Ermaya Suradinata. Teknik pengumpulan data dengan menggunakan wawancara mendalam (8 informan), dokumentasi dan observasi. Hasil/Temuan: Keterlambatan dalam pencairan anggaran sehingga dalam pelaksanaan program tidak berjalan sepenuhnya. Kesimpulan: Bahwa implementasi kebijakan Fungsi Pengawasan DPRD pada APBD di Bidang Pendidikan di Provinsi Sulawesi Selatan secara umum sudah baik meskipun terdapat beberapa hambatan namun pemerintah telah melakukan beberapa upaya untuk mengatasi permasalahan tersebut.
