Abstract
Problem Statement/Background (GAP) :Basic training of Prospective Civil Servants in the Covid-19 pandemic situation in its implementation implements a blended learning system. Purpose : The focus of the problem in this study is the limitation of infrastructure and budget and uneven network stability. Method : This study used qualitative descriptive methods with an inductive approach to measures of effectiveness according to Sugiono Theory. Data collection techniques are carried out by observation, interviews, and documentation. Result : The results of the research obtained by the author are that the implementation of the blended learning system runs well, this is reviewed at the classical and online learning stages, although it is still constrained by limited infrastructure, and uneven network stability. Conclusion : The implementation of basic training based on blended learning in the results of the evaluation of implementation by BPSDM West Sumatra Province has been going well with a percentage of 89.71%. To overcome the obstacles in stabilizing the network of BKPSDM Solok City wrote to each OPD of Latsar participants to facilitate adequate devices and networks for the slowness of basic training implementation.
