Abstract

Problem Statement/Background (GAP): A total of 78 (seventy eight) percent of children do not have a Child Identity Card out of the total number in Rokan Hulu Regency, and the purpose of this study is to get an overview of the performance of the Population and Civil Registration Office of Rokan Hulu Regency in the service of making Child Identity Cards (KIA). Purpose: the objectives of this study are as follos: (1) To get an overvie of the performance of the population and civil registration office of rokan hulu regency in the service of making child identity card. (2) To find out what are the inhibiting and supporting factors for the performance of the population and civil registration service in the service of making child identity cards in the rokan hulu regency. (3) to find out how the strategy of the population and civil registration office in overcoming the inhibiting factors in the service of making child identity cards in the rokan hulu regency. Method: This type of research is qualitative with a descriptive approach. There are 4 data collection techniques in this study, including: 1) Observation, 2) Interview, 3) Documentation, and 4) Triangulation. The data analysis technique used is data analysis using the Miles and Huberman model which consists of: 1) data collection, 2) data re/duction, 3) data presentation, and 4) conclusion drawing/verification. Result: There are two research results. First, the performance of the Department of Population and Civil Registration in the service of making Child Identity Cards in Rokan Hulu Regency according to the results of interviews and observations the department always tries to provide good service to the community. This can be seen based on the indicators of organizational performance assessment according to Agus Dwiyanto, including; productivity, service quality, responsiveness, responsibility, and accountability, each of which is considered good. Second, there are factors that support and hinder the performance of the Department of Population and Civil Registration in the Service of Making Child Identity Cards in Rokan Hulu Regency. Factors supporting the performance of the Department of Population and Civil Registration in Child Identity Card Making Services in Rokan Hulu Regency include 1) the existence of public facilities and infrastructure, 2) adequate human resources, 3) socialization and collaboration with third parties, 4) the printing process short one. The inhibiting factor for the performance of the Department of Population and Civil Registration in the Service of Making Child Identity Cards in Rokan Hulu Regency is the level of public awareness that is still low. Conclusion: Based on the results of research, the performance of the Population and Civil Registration Service in the service of making Child Identity Cards in Rokan Hulu Regency according to the theory used is very good.
