Abstract
Problem Statement/Background (GAP): Reformation gives hope that the government will contribute in providing services that are easy, fast, simple and transparent. The improvement of public services is included in one of the changes that are expected with the reform of the bureaucracy. Local governments are obliged to provide public services, including licensing services. Purpose: to determine the quality of licensing services with the reform of the bureaucracy through a theoretical perspective as well as a legalistic perspective. Methods: This research was conducted using a descriptive method with an inductive approach in explaining the research object according to the facts in the field. Data collection techniques were carried out by interview, observation and documentation. Meanwhile, the data analysis technique carried out by the researcher was in the form of data reduction, data presentation, and drawing conclusions. Results: This study shows that there are still deficiencies in licensing services at the Balikpapan City Investment and Integrated Services Office. Constraints that occur are discrepancies in the issuance of permits that occur due to technical problems, such as communication problems between agencies, there are technical matters that are not known because only general licensing requirements are known to employees. Conclusion: Based on these constraints, the Balikpapan City Investment and Integrated Service Office has an effort, namely to realize excellent licensing services in the city of Balikpapan in the form of improving facilities and infrastructure and improving service quality. From the discussion above, the researcher has suggestions that it is necessary to improve coordination with regional apparatus related to the licensing process, maintain service quality, and need to increase the use of technology considering the current OSS-based licensing system.
