Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research Public Competent human resources will have an impact on the existence of the organization. So it needs to be optimized through the development of human resources, namely the DIKLATPIM IV program. The DIKLATPIM IV program aims to improve the quality of echelon IV ASN performance, so that the organization will have competitive strengths that are more efficient and able to compete positively in national and global competition..Objective: to determine the effectiveness of the implementation of the DIKLATPIM IV program, the inhibiting factors and the solution steps in overcoming the obstacles that occur in the implementation of the DIKLATPIM IV program at the Regional Personnel Agency of Asahan Regency.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The implementation of the DIKLATPIM IV Program at the Regional Personnel Agency of Asahan Regency in terms of the theoretical dimensions of program implementation from Edwards III has been fulfilled so that it can be said to be going well, but there needs to be innovation in the use of social media or official websites. Meanwhile, on the resource dimension, budget allocations are needed based on the programs that have been prepared and the maintenance of the facilities & infrastructure needed. Conclusion: The implementation of the DIKLATPIM IV program at the Regional Personnel Agency of Asahan Regency has been running effectively. However, there are several inhibiting factors that become obstacles, namely the absence of legal products that require echelon IV officials to participate in this program before taking a position, the COVID-19 pandemic, limited budgetary resources, and inadequate facilities and infrastructure. Then, the efforts made are by submitting legal products and submitting more budgets and updating existing facilities. Keywords: DIKLATPIM IV, Performance, State Civil Apparatus.
