Abstract
ABSTRAK Judul skripsi ini adalah “Implementasi Program Keluarga Harapan (PKH) Sebagai Optimalisasi Pelayanan Sosial Bagi Lanjut Usia di Kecamatan Siliragung Kabupaten Banyuwangi”. Penulis tertarik untuk mengambil judul ini dikarenakan masih banyaknya lanjut usia di Kecamatan Siliragung yang masih di taraf kemiskinan dan untuk mengetahui implementasi bantuan sosial dan bentuk pelayanan sosial yang diberikan oleh pemerintah. Adapun maksud dan penelitian ini adalah untuk mendeskripsikan bagaimana implementasi program keluarga harapan (PKH) sebagai optimalisasi pelayanan sosial bagi lanjut usia di kecamatan Siliragung Kabupaten Banyuwangi serta faktor pendukung dan faktor penghambat dalam pelaksanaannya serta upaya yang dilakukan oleh Tim PKH Kecamatan Siliragung. Adapun metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Dalam melaksanakan penelitian ini, penulis menggunakan teori implementasi dari Edward III yang memiliki empat dimensi yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Pelaksanaan PKH di tingkat Kecamatan Siliragung menggunakan aturan Peraturan Menteri Sosial No 1 Tahun 2018 pasal 5. Hasil penelitian menunjukan bahwa Optimalisasi pelayanan sosial bagi lanjut usia di Kecamatan Siliragung Kabupaten Banyuwangi secara umum berjalan dengan baik. Pelayanan sosial bagi lansia berjalan baik dengan terselenggaranya pelayanan sosial dalam hal pendampingan, pelayanan kesehatan dan jaminan sosial. Berdasarkan penelitian yang telah dilaksanakan, pelaksanaan program masih belum berjalan maksimal meski berjalan baik, karena masih terdapat beberapa kendala dan hambatan dalam pelaksanaannya. Hambatan tersebut diantaranya adalah adanya watak dari penerima program yang kurang bertanggung jawab, data yang tidak akurat dan fasilitias penunjang kinerja bagi pendaming PKH. Solusi yang bisa diambil adalah sosialisasi secara lebih intesif, melakukan koordinasi dengan PKH Kabupaten dan Dinas Sosial dan Pemberdayaan Perempuan dan KB. Pelaksanaan PKH sebagai optimalisasi pelayanan sosial bagi lanjut usia di Kecamatan Siliragung Kabupaten Banyuwangi secara umum berjalan dengan baik. Meskipun masih terdapat kendala kecil dalam pelaksanaan di lapangan. Kata Kunci : Implementasi, Bantuan Sosial, Lansia ABSTRACT The title of this thesis is "Implementation of the Family Hope Program (PKH) as an Optimization of Social Services for the Elderly in Siliragung District, Banyuwangi Regency". The author is interested in taking this title because there are still many elderly people in Siliragung District who are still at the level of poverty and to find out the implementation of social assistance and forms of social services provided by the government. The purpose of this research is to describe how the implementation of the Family Hope Program (PKH) as an optimization of social services for the elderly in the Siliragung sub-district, Banyuwangi Regency as well as the supporting and inhibiting factors in its implementation and the efforts made by the PKH Team in Siliragung District. The method used in this research is a descriptive qualitative research method with an inductive approach. In carrying out this research, the author uses the implementation theory of Edward III which has four dimensions, namely communication, resources, disposition and bureaucratic structure. The implementation of PKH at the Siliragung District level uses the rules of the Minister of Social Affairs Regulation No. 1 of 2018 article 5. The results showed that the optimization of social services for the elderly in Siliragung District, Banyuwangi Regency in general went well. Social services for the elderly go well with the implementation of social services in terms of assistance, health services and social security. Based on the research that has been carried out, the implementation of the program is still not running optimally even though it is running well, because there are still several obstacles and obstacles in its implementation. These obstacles include the irresponsible character of program recipients, inaccurate data and performance support facilities for PKH assistants. The solution that can be taken is more intensive socialization, coordinating with District PKH and the Office of Social Affairs and Women's Empowerment and Family Planning. The implementation of PKH as an optimization of social services for the elderly in Siliragung District, Banyuwangi Regency in general is going well.
