Abstract

ABSTRACT Problem Statement/Background (GAP) Employee performance plays an important role in optimizing the Organization, especially Government Institutions in providing services quickly, effectively and efficiently. To improve employee performance, a performance appraisal standard is needed as an assessment indicator to measure the performance of the employee himself. Purpose :The purpose of this study was to analyze and describe the effectiveness of implementing employee performance targets in an effort to improve employee performance at the Yogyakarta City Personnel and Human Resources Agency, obstacles and efforts to overcome them. Method :The method used is a qualitative description. In this case, an analysis is carried out regarding the effectiveness of implementing Employee Performance Goals with the aspects studied, namely: Productivity, Efficiency, Satisfaction, Adaptation and Development.Result :This study obtained the results that the implementation of performance appraisal through Employee Performance Targets is quite effective in terms of productivity and development, but still needs improvement in aspects of efficiency, satisfaction and adaptation. Barriers to the effectiveness of implementing Employee Performance Goals in improving employee performance are: (1) The employee performance appraisal system is less objective (2) Lack of socialization of the implementation of SKP (3) Absence of rewrdand punishment.Efforts to overcome obstacles to the implementation of Employee Performance Goals in improving employee performance are: (1) Application of the e-pkp 360 application (2) Socialization to employees at the Yogyakarta City BKPSDM (3) Providing rewards for employees so that their performance increases.Conclusion: The employee performance appraisal system at the BKPSDM Yogyakarta City has been running quite well although there are obstacles that exist such as a less objective assessment system, lack of socialization and lack of appreciation.
