Abstract

Problem Statment/Background (GAP): Food is a basic need for humans. If the fulfillment of this cannot be achieved, then it will threaten the survival of human life. The city of Pekanbaru, which is a residential area as well as trade and business, has minimal agricultural areas, so to meet food needs it still depends on supplies from outside its territory. To anticipate this, it is necessary to utilize local potential, namely residential yards that have not been managed, namely through the Sustainable Food Garden (P2L) program. In this program, the Women Farmers Group (KWT) is the subject of empowerment, with the aim of the program being to achieve self-reliance and household food security. Purpose: The purpose of this study was to determine the empowerment of KWT through the P2L program in Pekanbaru City as well as the inhibiting factors and efforts to overcome these inhibiting factors. Method: n writing this thesis, the researcher used a descriptive qualitative research method with an inductive approach. Result: The results of this study are the empowerment of KWT through the P2L program in Pekanbaru City has been running with the implementation of human development, business development, environmental development, and institutional development. The inhibiting factors are the less than optimal implementation of counseling, difficulty accessing subsidized fertilizers, decreased activity and cohesiveness of members and difficulties in administration and reporting. So the efforts made by the Pekanbaru City Food Security Service in anticipating these obstacles are to coordinate with various related parties such as the Pekanbaru City Agriculture and Fisheries Service, extension workers, heads and members of KWT. Conclusion/Sugegestion: The conclusion of this study is that the empowerment of KWT through the P2L program in Pekanbaru City has not run optimally because there are still several obstacles in some dimensions of empowerment, therefore some solution steps are needed to overcome these obstacles.
