Abstract
Problem Statement/Background (GAP): The Government of Sidoarjo Regency has received eight consecutive WTP opinions on LKPD since 2013 but despite getting this opinion, there are still problems, namely the number of land assets that have not been certified, namely 1926 fields of assets or 78.70% of the total. land assets belonging to the government of Sidoarjo Regency. Purpose: This study aims to determine the security of assets belonging to the Sidoarjo Regency government, the obstacles in securing land assets belonging to the Sidoarjo Regency Government, and the efforts made in securing the assets of the Sidoarjo Regency Government. Method: The method used in data collection is qualitative research, on the basis of that consideration then qualitative research is defined as research that does not use calculations. Data collection techniques used are observation, interviews, documentation. This research was conducted with an open interview with the intention that respondents know that they are being interviewed and also know the purpose of the interview. Result: The results showed that the management of asset security carried out by the Regional Government (BPKAD) of Sidoarjo Regency was in accordance with the reference theory used by researchers and was in accordance with Permendagri Number 19 of 2016 concerning guidelines for managing regional property so that the following year the Sidoarjo Regency Government could maintain a Fair opinion without Exception. Conclusion: The implementation of asset security carried out by the Sidoarjo Regency Government includes administrative security, physical security and legal security. Obstacles found in securing assets include differences in land asset administration data with data in the field, land that does not have complete documents in the certification application process, lack of OPD awareness of assets owned, and inadequate apparatus resources. And the efforts made by BPKAD in overcoming the barriers to securing land assets are to start surveying/rechecking land assets with asset administration data, completing land documents that do not yet have documents, increasing OPD awareness of their assets, and improving the quality of BPKAD apparatus resources.
