Abstract

Problem Statement/Background (GAP) : Indonesia is an archipelagic country whose population has become the 4th largest in the world. All citizens have the same right to be served by the State in order to fulfill their basic needs. Service has become a basic thing for every human being, such as legal protection and fulfillment of population administration. One of the fulfillment of population administration is the making of a birth certificate, where the birth certificate is considered important because it serves as proof of birth that is registered and recognized by law. With a birth certificate, a person can be recognized as a citizen and is legal. The government took one step to help work on population and civil registration, namely issuing an innovation called electronic signature (TTE). wet signature that takes a long process and flow. Purpose : The Population and Civil Registration Office of Konawe Regency began implementing services with this Electronic Signature system in 2020 with the aim of making it easier for the public to make effective services. Method : The research method used is descriptive qualitative research method with an inductive approach. Sources of data in this study are primary and secondary data sources. The data analysis technique used is reducing data, presenting data, drawing conclusions. Sources of data used are primary and secondary data sources. Data collection techniques include interviews, observation and documentation. Result : The results of this study indicate that the use of Electronic Signatures in the issuance of Birth Certificates at the Office of Population and Civil Registration of Konawe Regency is still found to be inhibiting factors such as facilities and infrastructure, especially related to technical matters such as networks, servers and computers that experience technical problems caused by facilities. Supporters such as servers and computers have often experienced technical problems and repairs are not optimal. Conclusion : Issuance of birth certificates using electronic signatures is more efficient than using manual signatures, it can be seen based on 5 dimensions of effectiveness.
