Abstract
ABSTRACT Problem Statement/Background (GAP): Prevention of the spread of COVID-19 needs to be done in an integrated manner among stakeholders. In this context, the performance of the Civil Service Police Unit in Handling COVID-19 in Merauke Regency plays an important role. This Civil Service Police Unit cooperates with Regional Government Organizations to achieve community welfare towards a new normal. Purpose:The purpose of this study was to determine the role of the Civil Service Police Unit in Handling COVID-19 in Merauke Regency, the obstacles experienced and the efforts made to overcome these obstacles. Method: In this study, a qualitative descriptive research method was used with an inductive approach. By using data collection techniques in the form of triangulation, namely interviews, observations, and documentation, the researchers used several stages of data analysis, namely data reduction, data presentation and conclusion drawing. Research informants are the Chairperson, Secretary, members of the Civil Service Police Unit in Handling COVID-19, and the people of Merauke Regency. The analysis uses the role theory of Soerjono Soekanto (2002:243) with the dimensions of rights consisting of infrastructure and staffing and the dimensions of obligations consisting of tupoksi, coordination, and activity programs Result: The results show that the Performance of the Civil Service Police Unit in Handling COVID -19 in Merauke district is already good. The community satisfaction index related to the services provided is also sufficient. However, there are still things that need to be improved and developed further. The problem that often occurs in the field is the lack of public awareness in implementing the applicable health protocols. It is recommended for the Civil Service Police Unit in Handling COVID-19 in Merauke Regency to work even harder in enforcing health protocols so that the spread of COVID-19 numbers can be suppressed and return to the new normal as it should be. Conclusion: This research can be concluded that the role of the Merauke Regency Civil Service Police Unit has been good in handling the Covid-19 pandemic although there are several obstacles. Keywords: Covid-19, Countermeasures, Civil Service Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Pencegahan penyebaran COVID-19 perlu dilakukan secara terintergrasi di antara pemangku kepentingan. Dalam konteks ini, Kinerja Satuan Polisi Pamong Praja Dalam Penanganan COVID-19 di Kabupaten Merauke memegang peranan penting. Satuan Satuan Polisi Pamong Praja ini bekerjasama dengan Organisasi Pemerintah Daerah untuk mencapai kesejahteraan masyarakat menuju kenormalan baru. Tujuan: Tujuan penelitian ini dilakukan untuk mengetahui Peran Satuan Polisi Pamong Praja dalam Penanganan COVID-19 di Kabupaten Merauke, hambatan yang dialami dan upaya yang dilakukan untuk mengatasi hambatan tersebut. Metode: Dalam penelitian ini, digunakan metode penelitian deskriptif kualitatif dengan pendekatan induktif. Dengan menggunakan teknik pengumpulan data berupa triangulasi yaitu wawancara, observasi, dan dokumentasi, peneliti menggunakan beberapa tahapan analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Informan penelitian adalah Ketua, Sekretaris, anggota Satuan Satuan Polisi Pamong Praja dalam Penanganan COVID-19, dan masyarakat Kabupaten Merauke. Analisis menggunakan teori peran dari Soerjono Soekanto (2002:243) dengan dimensi hak terdiri dari sarana prasarana dan kepegawaian serta dimensi kewajiban terdiri dari tupoksi, koordinasi, dan program kegiatan Hasil/Temuan: Hasil penelitian menunjukkan bahwa Kinerja Satuan Satuan Polisi Pamong Praja dalam Penanganan COVID-19 di kabupaten Merauke sudah baik. Indeks kepuasan masyarakat terkait pelayanan yang diberikan juga sudah cukup. Namun tetap masih ada hal yang perlu diperbaiki dan dikembangkan lebih lanjut. Masalah yang kerap kali terjadi di lapangan adalah kurangnya kesadaran masyarakat dalam menerapkan protokol kesehatan yang berlaku. Disarankan untuk Satuan Polisi Pamong Praja dalam Penanganan COVID-19 di Kabupaten Merauke agar bekerja lebih keras lagi dalam menegakkan protokol kesehatan agar penyebaran angka COVID-19 dapat ditekan dan kembali kepada kenormalan baru sebagaimana seharusnya. Kesimpulan: Penelitian ini dapat disimpulkan bahwa Peran Satuan Polisi Pamong Praja Kabupaten Merauke sudah baik dalam penanganan pandemi Covid-19 meskipun terdapat beberapa hambatan.
