Abstract

Problem Statement/Background (GAP): Street vendors are business actors who play an important role in improving the community's economy. But having a problem that has never been finished is like a link that never breaks.The problem that arises here is that street vendors are not aware and are still selling by not obeying the rules. They use land or locations that are prohibited and should not be on the side of the road so that it creates traffic jams, and also places that should be free from street vendors look slum. Purpose:This study was conducted to determine the role of Satpol PP in controlling street vendors during the Covid-19 pandemic, to find out the inhibiting factors in controlling street vendors in Banjarbaru City and the efforts made to overcome obstacles in the role of civil service police units in controlling street vendors during the pandemic. Covid-19. Method:The research method used is descriptive qualitative method. Data collection techniques are interviews, documentation, observation. The informants included the Head of Satpol PP, Head of Operations and Control, Head of Public Peace and Order, members of Satpol PP, PKL and the people of Banjarbaru City. The data analysis technique used is an interactive model by means of data reduction, data presentation, and drawing conclusions. Result: The results showed that the Banjarbaru City civil service police unit in controlling street vendors during the Covid-19 pandemic had carried out its role well based on the role theory by Jones, namely (1) Role as a regulatory role (policy planning). (2) Role as enabling role (implementation of policies) (3) Role as direct role (policy supervisor). Conclusion: There are several obstacles in carrying out their duties, both from internal and external factors. The efforts made by the Banjarbaru City Civil Service Police Unit are to communicate well with the community, coordinate with other agencies related to street vendors, and find ways to keep the patrol schedule and number of personnel running according to procedure.
