Abstract
Abstract Problem/Background (GAP): of the author taking the title above is that the 2019 Corona Virus Disease Outbreak caused panic in the community because it saw the rapid increase in the number of cases and the death toll caused by this virus. Objective: The purpose of this study was to find out and analyze how the implementation of Regent's Regulation Number 23 of 2020 in controlling Corona Virus Disease 2019 by the Civil Service Police Unit in East Barito Regency. Methods: This thesis research uses a qualitative approach with a qualitative descriptive type. Research data collection techniques are documentation, interviews, and observations. Research data analysis techniques include data reduction, data presentation, and drawing conclusions. Results/Findings: The results of this study indicate that the implementation of Perbup Number 23 of 2020 in the application of discipline and law enforcement of health protocols in East Barito Regency is still not optimal in its implementation. It is known that in the application of sanctions, it is only applied to people who do not wear masks and the level of public compliance is still low with health protocols. Even though the contents of the policy are people who can be subject to sanctions who do not comply with the 4M (wearing masks, washing hands, maintaining distance, and avoiding crowds). The inhibiting factors in the implementation of Perbup Number 23 of 2020 include: (1) Lack of Personnel, (2) The level of public awareness is still low. The efforts made by Satpol PP in implementing Perbup Number 23 of 2020 include: (1) Carrying out Joint Judicial Operations, (2) Participating in the smooth acceleration of vaccination. Conclusion: Based on this research, it is recommended that the regional government should be more clear in implementing sanctions for people who violate health protocols, whether they do not wear masks, keep their distance, and avoid crowds. Adding personel in implementing health protocol law enforcement. The East Barito Regency Government continues to socialize to the people of East Barito Regency the importance of implementing health protocols during this pandemic. And the local government must extend the implementation of health protocol discipline activities in East Barito Regency. Keywords: Health Protocol, Covid-19, Implementation ABSTRAK (In bahasa) Permasalahan/Latar Belakang (GAP): Latar Belakang penulis mengambil judul diatas adalah Wabah Corona Virus Disease 2019 menimbulkan kepanikan di masyarakat karena melihat kelonjakan jumlah kasus yang cepat dan adanya korban jiwa yang diakibatkan oleh virus ini. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana Implementasi Peraturan Bupati Nomor 23 Tahun 2020 dalam mengendalikan Corona Virus Disease 2019 oleh Satuan Polisi Pamong Praja di Kabupaten Barito Timur. Metode: Penelitian skripsi ini menggunakan metode pendekatan kualitatif dengan tipe deskriptif kualitatif. Teknik pengumpulan data penelitian yaitu dokumentasi, wawancara, dan observasi. Teknik analisis data penelitian meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa implementasi Perbup Nomor 23 Tahun 2020 dalam penerapan disiplin dan penegakkan hukum protokol kesehatan di Kabupaten Barito Timur masih kurang optimal dalam pelaksanaannya. Hal itu diketahui dalam penerapan sanksi hanya diberlakukan kepada orang yang tidak memakai masker dan tingkat kepatuhan masyarakat yang masih rendah terhadap protokol kesehatan. Padahal isi kebijakan tersebut orang yang dapat dikenakan sanksi yang tidak mematuhi 4M (memakai masker, mencuci tangan, menjaga jarak, dan menghindari kerumunan). Faktor-faktor penghambat dalam implementasi Perbup Nomor 23 Tahun 2020 antara lain: (1) Kekurangan Personil, (2) Tingkat kesadaran masyarakat yang masih rendah. Upaya-upaya dilakukan oleh Satpol PP dalam implementasi Perbup Nomor 23 Tahun 2020 antara lain: (1) Melaksanakan Operasi Yustisi Gabungan, (2) Ikut serta dalam kelancaran percepatan vaksinasi. Kesimpulan: Berdasarkan dari penelitian ini dianjurkan pemerintah Daerah harus lebih jelas dalam menerapkan sanksi bagi masyarakat yang melanggar protokol kesehatan baik yang tidak memakai masker, menjaga jarak, dan menghindari kerumunan. Menambahkan personil dalam pelaksanaan penertiban hukum protokol kesehatan. Pemerintah Kabupaten Barito Timur terus mensosialisasikan kepada masyarakat Kabupaten Barito Timur pentingnya menerapkan protokol kesehatan di masa pandemi ini. Dan pemerintah daerah harus memperpanjang pelaksanaan kegiatan penertiban disiplin protokol kesehatan di Kabupaten Barito Timur. Kata kunci: Protokol Kesehatan, Covid-19, Implementasi
