Abstract
ABSTRAK Sistem Informasi Pemeintah Daerah (SIPD) memberikan manfaat dalam pengelolaan keuangan daerah yang didukung dengan teknologi informasi, perangkat keras maupun jaringan. Namun dalam pengoperasian Sistem Informasi Pemerintah Daerah (SIPD) masih banyak masalah yang dihadapi oleh Pemerintah Daerah Kota Medan khususnya di Badan Pengelolaan Keuangan Aset Daerah (BPKAD), mulai dari pegawai yang belum mahir dalam penggunaan sistem tersebut. Bahkan fasilitas pendukung Sistem Iformasi Pemerintah Daerah (SIPD) belum memadai, baik itu fasilitas perangkat keras maupun jaringan. Hal ini mengakibatkan manfaat Sistem Informsi Pemerintah Daerah (SIPD) yang mempercepat penyelesaian pekerjaan belum terwujud sepenuhnya. Penelitian bertujuan untuk mengetahui bagaimana penerapan Sistem Informasi Pemerintah Daerah (SIPD) dalam pengelolaan keuangan daerah di Kota Medan.Model Evaluasi yang digunakan peneliti adalah evaluasi Stuffbleam, evluasi Stuffbleam terdiri dari Contex, Input, Proses, Produk (CIPP). Metode yang digunakan kualitatif dengan deskriptif dan melalui pendekatan induktif. Hasil penelitian dalam penggunaan Sistem Informasi Pemerintah Daerah (SIPD) dalam pengelolaan keuangan daerah belum sepenuhnya efektif, dan tujuan dari Sistem Informasi Pemerintah Daerah (SIPD) itu sendiri belum tercapai dengan maksimal. Hal tersebut disebabkan oleh pegawai yang masih belum mahir dalam penggunaan Sistem, belum adanya SOP dalam penggunaan sistem, fasilitas yang mendukung belum maksimal, jaringan dalam pengoperasian sistem terkadang eror, dan informasi yang ada belum terupdate di website. Karena belum maksimalnya dalam pengoperasian Sistem Informasi Pemerintah Daerah (SIPD) dalam pengelolaan keuangan daerah, maka pemerintah Kota Medan melakukan suatu upaya untuk mewujudkannya. Upaya yang dilakukan adalah terus melakukan pelatihan bagi pegawai mengenai pengoperasian Sistem Informasi Pemerintah Daerah (SIPD), memperbaharui cara rekruitmen pegawai, meningkatkan disiplin pegawai, mengoptimalkan jaringan, serta memperbaiki fasilitas. Saran dari penulis untuk pemerintah Kota Medan yaitu sering memberikan pelatihan agar pegawai semakin mahir, memberikan pegawai modul pengoperasian Sistem Informasi Pemerintah Daerah (SIPD), memasang antivirus untuk menjaga kemanan data, perawatan terhadap fasilitas. This study aims to find out how the Regional Government Information System (SIPD) is in managing regional finances in Medan City, the inhibiting factors in the use of the Regional Government Information System (SIPD), and the efforts made by the Medan City Government, especially the City Regional Asset Financial Management Agency (BPKAD). Medan. The method used is qualitative descriptive and through an inductive approach. The results of the research on the use of the Regional Government Information System (SIPD) in regional financial management have not been fully effective, and the objectives of the Regional Government Information System (SIPD) itself have not been maximally achieved. This is caused by employees who are still not proficient in using the system, there is no SOP for using the system, the supporting facilities are not maximized, the network in operating the system sometimes has errors, and the information is not updated on the website. Because the operation of the Regional Government Information System (SIPD) has not been maximized in the management of regional finance, the Medan City government has made an effort to make it happen. Efforts are being made to continue to conduct training for employees regarding the operation of the Regional Government Information System (SIPD), update the recruitment methods for employees, improve employee discipline, optimize networks, and improve facilities.
