Abstract
ABSTRACT Problem Statement/Background: This thesis is entitled "Evaluation of the Implementation of Smart Governance in the City of Kediri, East Java Province". The COVID-19 pandemic has changed what was planned a lot, forcing the Government to make new innovations for the sake of good governance and the survival of the community. In this era of digitalization, the Government is trying to provide easy, effective, and efficient technology-based public services coordinated by the Department of Communication and Information of the City of Kediri on behalf of the Mayor of Kediri. So, not only the government, the people are also required to have modern thinking. Purpose: The purpose of this research is to unTo find out how the realization of the implementation of Smart Governance in the City of Kediri, the factors that influence the process of implementing Smart Governance, and the efforts made by the Department of Communication and Information of the City of Kediri. Method:This study uses a qualitative research method with an inductive descriptive approach. Data collection methods used in this study were observation, interviews and documentation. The data analysis technique used in analyzing the data is through data reduction, data presentation, and drawing conclusions. The Result/findings: According to the results of the study, the City of Kediri in implementing the Smart Governance program has been going well, seen from the percentage of integrated applications that has increased from the previous year. In addition, there are also inhibiting factors that become a weak point in the running of this program. Conclusion: So that in the implementation of the Smart Governance program it is necessary to always be evaluated and updated. Keywords ; Smart Governance, Service, Digitization ABSTRAK Permasalahan/Latar Belakang (GAP): Skripsi ini berjudul “Evaluasi Pelaksanaan Smart Governance di Kota Kediri Provinsi Jawa Timur”. Pandemi covid-19 telah banyak merubah apa yang sudah direncanakan, sehingga memaksa Pemerintah untuk membuat inovasi yang baru demi tata kelola pemerintahan yang baik dan keberlangsungan hidup masyarakat. Dalam era digitalisasi kini Pemerintah berusaha memberikan pelayanan publik yang mudah, efektif, dan efisien berbasis teknologi yang dikoordinir oleh Dinas Komunikasi dan Informatika Kota Kediri atas utusan Bapak Walikota Kediri. Sehingga, tidak hanya Pemerintah, masyarakatpun dituntut memiliki pemikiran yang modern. Tujuan:Tujuan penelitian ini dilakukan adalah unntuk mengetahui bagaimana realisasi pelaksanaan Smart Governance di Kota Kediri, faktor yang memengaruhi proses pelaksanaan Smart Governance tersebut, serta upaya yang dilakukan oleh pihak Dinas Komunikasi dan Informatika Kota Kediri. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif induktif. Metode pengumpulan data yang dipakai dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan dalam menganalisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Menurut hasil penelitian bahwa Kota Kediri dalam pelaksanaan program Smart Governance sudah berjalan dengan baik dilihat dari prosentase aplikasi terintegrasi yang naik dari tahun sebelumnya. Selain itu, terdapat juga faktor penghambat yang menjadi titik kelemahan berjalannya program ini. Kesimpulan: Sehingga dalam pelaksanaan program Smart Governace perlu untuk selalu di evaluasi dan mendapat pembaharuan. Kata Kunci ; Smart Governance, Pelayanan, Digitalisasi
