Abstract
ABSTRACT Background (GAP), Representative council of Banda Aceh city (DPRK) is a community representative institution within the government, the obligation of DPRK is to accommodate the aspirations of community. One of the functions of the representative institutions is the budget function or budgeting. Members of Banda Aceh city council have do their duties and function properly, due to COVID 19 pandemic, the performance of the council members should be implemented more precisely.The implementation of the budget for handling the COVID 19 has not run optimally,lack of realization, therefore DPRK asked the government to immediately make it happen.Purpose of this research is to find out how DPRK budget functions on implementation of the City Revenue and Expenditure Budget, as well as to find out the inhibiting factors of the budget implementation process, and then look for the solutions with the efforts of the DPRK. Method This research was conducted qualitatively with data collection technique through interviews, observation, and documentation. Results of this research are the DPRK in carrying out its function, namely the budget function has been running well on target, however if we look at the overall implementation of the budget, there are obstacles,one of which is COVID 19 pandemic and also the lack of the human resources at work. The solution is to increase the competence of human resources through development of mastery the tasks and functions as well as the use of technology so that they can easily open up or accept the suggestions from the public with cost free and save time.. Keywords : DPRK Role, Budgeting Function, and pandemic covid-19 ABSTRAK Latar Belakang (GAP), Dewan Perwakilan Rakyat Kota (DPRK) merupakan lembaga perwakilan rakyat yang ada didalam pemerintahan, tugas dari DPRK ialah untuk menampung aspirasi-aspirasi masyarakat. Salah satu fungsi dari lembaga perwakilan rakyat adalah fungsi anggaran atau budgeting. Anggota Dewan Kota Banda Aceh telah melaksanakan tugas dan fungsinya dengan baik, dikarenakan ada pandemi Covid-19 maka kinerja dewan harus lebih di laksanakan dengan lebih tepat. Pelaksanaan anggaran untuk penanganan Covid-19 belum berjalan dengan maksimal, realisasinya masih kurang, oleh karena itu DPRK meminta pemerintah untuk segera merealisasikannya.Tujuan penelitian ini adalah untuk mengetahui bagaimana fungsi anggaran DPRK terhadap pelaksanaan Anggaran Pendapatan dan Belanja Kota, serta untuk mengetahui faktor 2 penghambat dari proses pelaksanaan anggaran tersebut kemudian mencari solusi dengan upaya- upaya yang dilakukan DPRK. Metode penelitian ini dilakukan secara kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi.Hasil temuan penelitian ini adalah DPRK dalam menjalankan fungsinya yakni fungsi anggaran sudah dikatakan sudah berjalan dengan baik dan tepat sasaran, namun jika dilihat secara menyeluruh pelaksanaan anggaran terdapat hambatan salah satunya adalah adanya pandemi Covid-19 dan juga masih kurangnya SDM dalam bekerja. Solusi yang dijalankan dengan meningkatkan kompetensi SDM dengan pembinaan penguasaan tugas dan fungsi serta pemanfaatan teknologi agar dapat dengan mudah membuka diri atau menerima saran dari masyarakat tanpa harus mengeluarkan biaya dan hemat waktu.
