Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the Implementation of the Whatsapp Application Program in Increasing Marriage Certificate Ownership at the Jayapura Regency Population and Civil Registration Service, considering that there are still many people in Jayapura Regency who do not have a marriage certificate. Purpose: To find out the implementation of the WhatsApp application program in increasing the ownership of the Marriage Certificate in Jayapura Regency. Method: The research method used is descriptive qualitative research with an inductive approach. The data collection technique used in this research is the technique of Observation, Interview, and Documentation. Result: Based on the results of the authors' findings in the field using the snowball sampling technique, there are still people who do not have a marriage certificate due to lack of awareness and education from the community. Conclusion: The implementation of the WhatsApp Application Use Program in increasing the ownership of marriage certificates at the Jayapura Regency Population and Civil Registration Service was carried out quite well by looking at the three dimensions and indicators of Charles O. Jones theory which became the measure of the research that had been running as expected, namely Organizing, Interpreting, and Application.
